Community Progress Council, Inc. is seeking a dynamic and proactive Talent Acquisition Specialist to join our growing Human Resources team. This role is essential in ensuring the effective staffing of our organization by collaborating with hiring managers to identify staffing needs and recruit talented individuals. As the community action agency of York County, our workforce is mission-driven to provide client-centered services by building relationships with those in need in order to help everyone live to their fullest potential. CPC offers services in more than 20 locations throughout the community, reaching our neighbors with opportunities in early childhood education, nutrition counseling, coaching, housing and financial education, and the Self-Sufficiency Program to move low-income individuals toward financial stability.


This is a full-time, year-round, benefit-eligible opportunity, Monday - Friday working in York with a high-energy, customer service-oriented HR team. CPC is proud to offer a competitive comprehensive total compensation package.

Requirements:

Key Responsibilities:

  • Collaborative Staffing: Work with hiring managers to identify staffing needs and source potential candidates through online channels (e.g., social platforms and professional networks) and in-person opportunities.
  • Candidate Assessment: Use the Applicant Tracking System to assess candidate information, including resumes and contact details, and manage candidate pools to keep qualified candidates engaged.
  • Brand Management: Serve as the CPC applicant experience brand manager, fostering long-term relationships with past applicants and potential candidates.
  • Talent Acquisition Strategy: Plan and implement the company's talent acquisition strategy, ensuring alignment with organizational goals.
  • Application Review: Review employment applications and ensure hiring managers follow HR procedures in connecting with candidates promptly.
  • Event Representation: Act as a CPC brand ambassador at career fairs, on-campus recruiting events, and other networking opportunities, or assign appropriate staff to attend.
  • Networking: Represent CPC internally and externally at events to build relationships with potential candidate communities.
  • Leadership Updates: Routinely update CPC’s leadership about upcoming talent acquisition initiatives.
  • Creative Solutions: Work closely with the marketing department to develop innovative solutions for talent acquisition challenges.
  • Industry Trends: Research talent acquisition trends in the staffing industry to keep CPC relevant in acquisition and retention strategies.
  • Data Analysis: Participate in analyzing stay interview and exit interview data to identify areas for improvement in recruitment and retention.
  • Employee Benefits: Promote employee benefit programs and manage new services and programs to attract and retain employees.
  • Additional Duties: Perform other duties as assigned.

Qualifications:

  • Bachelor’s degree preferred; relevant training and years of experience in recruiting accepted in lieu of degree.
  • Minimum 3 years of hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods.
  • Familiarity with social media, resume databases, and professional networks.
  • Knowledge of Applicant Tracking Systems (ATSs) and job boards.
  • Excellent verbal and written communication skills.
  • Understanding of the differences between various roles within organizations.
  • Strong organizational and time management skills; ability to multitask and prioritize daily workload.
  • Creative thinker and proactive problem solver.
  • Positive, “can do” attitude.
