JOB SUMMARY
The ACC Supervisor enforces animal control laws and County ordinances and supervises assigned personnel. Oversees the Animal Control Program and may assist with animal control budget. Develops policies and operating procedures for the department. Reports to the Animal Care Services Director.
ESSENTIAL JOB FUNCTIONS
- Oversees animal control program operations.
- Oversees vehicle care and maintenance.
- Determines work assignments and priorities and ensures timely and accurate completion.
- Supervises and schedules work for subordinate personnel.
- Prepares a rotation schedule for on-call assignments and responds to after-hour emergency calls.
- Monitors and evaluates the performance of subordinate personnel.
- Conducts employee evaluations in accordance with department policy.
- Counsels subordinate personnel regarding job performance and documents appropriately.
- Issues disciplinary actions as needed.
- Establishes and maintains division policies and procedures.
- Enforces animal control laws and county ordinances.
- Responds promptly and investigates complaints, including those from police/deputies, regarding vicious or diseased animals, animal abuse, nuisance animals, barking, neglect, abandonment, and more.
- Explains animal ordinances and procedures to the public.
- Post signs and distributes educational material as needed.
- Receives and responds to customer inquiries and complaints by phone, email and in person, and providing exceptional customer service.
- Arranges for animal recovery by owners or adoption of stray animals when possible.
- Coordinates veterinary care as needed.
- Euthanizes animals when appropriate and in compliance with regulations.
- Oversees proper quarantine procedures for animals under observation.
- Inspects kennels to ensure proper treatment and conditions of animals.
- Investigates incidents involving dog bites or attacks.
- Patrols and impounds domestic and non-domestic animals that are stray, vicious, injured, or pose public health/safety risks.
- Uses a variety of animal control equipment, including leashes, muzzles, traps, and tranquilizing tools.
- Prepares reports on department activities such as number of impounds, adoptions, euthanasia, and recoveries, and maintains related records.
- Provides humane care, feeding, and safe housing for impounded animals.
- Maintains shelter grounds and facilities in a safe and sanitary manner.
- Testifies in court as needed for abuse or attack cases.
- Establishes and maintains detailed records related to bites, quarantines, investigations, citations, and statistical reporting.
- Manages and accounts for funds collected through fees according to established procedures.
- Completes and submits a weekly report of calls and events to the Director on the designated day.
- Assists with answering calls and department coverage when the Outreach Coordinator and/or Secretary II are out.
- Assists the Secretary II with transmittal records and other administrative documentation.
- Supports the Outreach Coordinator in maintaining and submitting monthly outreach activity logs.
- Keeps accurate inventory of chemicals, needles, euthanasia logs, and essential shelter supplies; ensures timely restocking and informs Director of needs.
- Ensures staff are properly completing all required documentation, including kennel cards, bite reports, quarantine forms, and evaluations.
- Ensures external agencies/entities delivering animals to the Weslaco Animal Shelter thoroughly complete kennel cards upon intake.
- Ensures proper organization, filing, and retention of all documentation, including citations, reports, evaluations, and shelter records.
- Handles resident complaints and concerns professionally, ensuring timely resolution and follow-up.
- Conducts interviews for animal control staff positions in collaboration with the Director.
- Handles public information requests and submits required documentation to the Director for approval.
- Informs the Director of any operational concerns or shelter issues in a timely manner.
- Ensures Animal Control Officers are thoroughly cleaning all assigned areas, including kennels, equipment, vehicles, and workspaces. Assigns and delegates daily tasks and responsibilities in the field, within the shelter, and in the Animal Control office to ensure smooth and efficient operations. Works closely and collaboratively with the Animal Care Services Director to carry out special assignments, assist with departmental planning, and support administrative and operational needs as required.
- Requires regular and prompt attendance and the ability to work efficiently with others and as part of a team.
- Performs other related duties as assigned.
- Employee may be required to work beyond normal business hours, including nights and weekends.
MINIMUM QUALIFICATIONS & REQUIREMENTS
- Must have a high school diploma; or equivalent
- Minimum of three (3) years of experience.
- Must have a current valid Class "C" Driver's License and be insurable.
- Must be able to obtain the Basic Animal Control Officer License and Euthanasia Technician License within one (1) year of employment.
- Applicant must pass pre-employment criminal background check and drug screen at City's expense.
- Must successfully complete Emergency Management and Incident Command Training within the first three (3) months of hire.
- Bilingual in English/Spanish Preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of animal control laws, procedures, and enforcement practices.
- Knowledge of management and supervisory principles.
- Knowledge of animal handling and welfare practices, including shelter standards.
- Knowledge of city and county geography.
- Knowledge of public communication principles and customer service practices.
- Knowledge of office administration, recordkeeping, and accounting procedures.
- Knowledge of tools, equipment, and safety hazards related to animal control.
- Ability to interpret laws, codes, policies related to animal impoundment, quarantine, and disposal.
- Ability to supervise and train staff effectively.
- Ability to interact with the public with professionalism and compassion.
- Ability to humanely capture, secure, transport and care for animals.
- Ability to maintain organized records and documentation.
- Ability to manage departmental inventory and budgetary needs.
- Ability to lift up to 50 pounds, with or without accommodation.
- Ability to operate animal control tools and vehicles.
- Ability to physically perform tasks such as walking, running, crawling, loading/unloading animals, etc.
WORKING CONDITIONS/PHYSICAL DEMANDS
- Work involves physical tasks requiring endurance, strength, and quick reflexes.
- Requires frequent lifting, moving, and carrying animals and equipment.
- Includes foot or bicycle travel over rough terrain and potential interaction with aggressive animals.
- Exposure to outdoor elements, loud noises, and unpredictable animal behavior.
