Job DescriptionReimbursement Analyst – Per DiemOverview:
The Title IV-E Analyst works as part of a review and compliance team responsible for evaluating provider contract documentation to ensure provider costs and state/federal reimbursements comply with federal and state regulations. Acting as the first line of communication between providers and the Pennsylvania Department of Human Services (DHS) Office of Children Youth and Families (OCYF), the Title IV-E Analyst is essential in developing federal and state reimbursements. This role involves calculating provider per diems and reimbursement rates, assisting with training and bulletin preparation, tracking progress, and maintaining compliance with documentation standards. The analyst also provides education, information, and technical assistance to county office personnel, providers, and state employees.

  • Schedule: Monday–Friday, 8:00 AM–4:00 PM
  • Compensation: $30.00/hour

Specific Responsibilities:

  • Master and apply Pennsylvania's policies and procedures for Title IV-E allowable claiming for foster care providers covering direct and indirect costs.
  • Interpret and apply federal regulations to various service provider situations.
  • Independently analyze documentation and provide technical assistance using critical thinking skills.
  • Implement both federal and state regulations for financial reporting.
  • Understand the relationship between service activities and financial accountability.
  • Review and analyze financial reports and datasets for compliance with federal and state standards.
  • Travel within Pennsylvania as necessary.
  • Maintain consistent communication with providers, counties, and OCYF staff.
  • Provide technical assistance and support as needed.
  • Identify trends in compliance issues and recommend best practices for business processes.

  • Proficient in integrating new processes or techniques seamlessly into existing workflows.

Required Experience:

  • Education:
    • Bachelor’s degree or higher in business, business administration, accounting, social work, public policy, or related fields.
    • OR
  • Experience:
    • Minimum of three years of relevant work experience in child welfare, Title IV-E eligibility, policy, or invoicing.
    • OR
    • Minimum of five years of work experience in financial management and invoicing for federal and state funds.
