Education
Bachelor’s Degree from an Accredited University
Required Experience
- 10 years of working issues in the Africa, Near East region OR
- 10 years of working issues in the Europe, Americas & Arctic region OR
- 10 years of working issues in the Indo Pacific region.
- Minimum of 10 years of experience in staff officer support to perform the functional responsibilities as stated in the BPA LCAT below:
- Demonstrated ability to provide high-level subject matter expertise for work described in the program/task.
- Demonstrated ability to provide advanced technical knowledge and analysis of highly specialized applications and operational environments, including high-level functional system analysis, design, integration, documentation, training, and/or implementation advice on complex problems requiring expert-level subject matter knowledge.
- Ability to participate in all phases of program development as needed, with emphasis on planning, analysis, integration, documentation, training, and presentation phases.
- Ability to provide technical advice, guidance, and direction for the improvement, modification, and re-engineering of business processes and policies and procedures for any functional area under consideration or review.
- Ability to apply principles, methods, and knowledge of a specific functional area of expertise to task orders/programs supporting information technology, logistic support, program management, and/or professional/management development training.
- Ability to provide multi-discipline program and operational analytical expertise and assistance to a SES-led, senior-level staff directorate supporting oversight, strategic planning and coordination, and policy requirements for high-level, sensitive national security requirements involving DoD and USG activity.
- Ability to support development of staff packages and integration of technical mission efforts within DoD and across the Intelligence Community and Defense Community; conduct analysis of intelligence-related activity against the National Defense Strategy and the priorities of the Secretary of Defense and Undersecretary of Defense for Intelligence and Security; and support development of data analytic tools and specialized dashboards, as appropriate.

Responsibilities:
SANCORP is seeking a Staff Officer SME IV to provide policy, operations, and analytic support services to the Operational Support and International Partnerships (OSIP) Office within the Office of the Under Secretary of War, Intelligence and Security (OUSW(I&S)) and its directorates. The following are examples of responsibilities:
- Policy & Strategy Development: Develop, review, and revise strategy, policy, and guidance related to intelligence activities, providing expert advice and recommendations on key strategic, planning, programming, budgeting, and policy matters, especially concerning Defense Intelligence and Security Enterprise (DISE) and the intelligence community (IC).
- Stakeholder Engagement & Coordination: Coordinate with stakeholders across the DIE, DoW, IC, CCMDs, Joint Staff, Military Services, CSAs, and international partners on global and intelligence enterprise issues, to identify and manage collaboration requirements.
- Senior Leadership Support: Prepare communications, briefings, presentations, and decision memoranda for OUSW(I&S) senior leaders, supporting deliberations and decisions on complex national and international issues. Facilitate meetings, conferences, and visits.
- International Partnership & Liaison: Provide SME support for International Partner Engagement (PE) Regional Teams, manage initiatives for relationship building, facilitate meetings, and support Foreign Liaison Officers (FLOs).
- Program Oversight & Implementation: Provide policy oversight, implementation planning, and execution of transformational initiatives, including Coalition and Combatant Command IT and Information sharing, Manpower, Reserve Integration and review CCMD progress and compliance.
- Administrative & Logistical Support: Provide administrative support, including travel arrangements, supply management, records maintenance, onboarding of personnel, and visitor escort.
- Foreign Disclosure Support: Provide subject matter expertise and advice to USG officials on foreign disclosure policy and intelligence relations.
- Policy Review & Analysis: Review and analyze plans, strategies, and proposals related to DoW foreign disclosure and intelligence sharing.
- Staff Package Preparation: Prepare staff packages, briefings, and other correspondence for USG official coordination and signature.
- Committee & Working Group Support: Provide administrative support to USG officials attending Interagency and DOW committees and working groups.
- MIDPC Support: Provide administrative support to the MIDPC Executive Secretariat, Executive Director, and Chairman, including managing requests for exceptions to policy.
- Disclosure Request Management: Receive, analyze, and maintain records of requests for disclosure of classified and controlled unclassified information.
