SciTech Services, Inc. (SciTech) is seeking a Senior Acquisition Specialist Subject Matter Expert (SME) to provide program analyses support to the US Navy (USN) System Commands. The Acquisition Specialist will perform program management, technical or business case analyses. The candidate will demonstrate professional experience in technical efforts supporting science and technology, preferably for the US Navy.

Duties include but are not limited to:

  • Lead a team supporting USN Small Business Innovation Research (SBIR), STTR (Small Business Technology Transfer) and Rapid Integrated Scalable Enterprise (RISE) Phase II.5 and Phase III programs.

  • Support Navy Catapult (second Phase II) procurement packages and Phase II expansions with the contract TPOC, and the program offices (or other service customers) prior to submitting procurement packages to the SBIR/STTR contracting team.

  • Coordinate the Catapult and Commercialization Readiness Program (CRP) selection process with PEO representatives, the SYSCOM SBIR Catapult/CRP Lead, selection board members, and other stakeholders using federal government information systems including the DON PMDB, STAIRS, SharePoint Online, and the Navy FlankSpeed Office 365 suite.

  • Analyze the SYSCOM Catapult and CRP processes to document best practices, identify trends, and identify and recommend process improvements to the SBIR Catapult/CRP Lead. This includes the management, administration, and facilitation of training materials to support the programs.

  • Coordinate all aspects of SBIR/STTRs to include Program Management Reviews (PMR), No Extensions (NCE), Expansions, Technology Readiness Assessments (TRA), Risk Management Assessments, foreign due diligence, and intellectual property reviews.

  • Coordinate and track review and completion of Technology Transition Agreements (TTA) in support of the SYSCOM Catapult and CRP programs.

  • Oversee program acquisition documentation such as Acquisition Plans (APs), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, contract awards, agreements, and Acquisition Program Baseline Agreements (APBA). 

  • Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. 

Qualifications:

  • Secret clearance required.
  • Master’s degree in business or technical discipline.
  • Ten (15) years of experience performing Senior Acquisition Specialist duties described above. 
  • Experience in program management, systems engineering, system acquisition, financial management, test and evaluation or integrated logistics support. 
  • Demonstrated knowledge with the DoD and SECNAV 5000 acquisition series, Federal and DoD acquisition regulations and PPBE process. 
  • Experience managing system acquisition, acquisition documentation, configuration management, risk analysis and Government furnished equipment (GFE) or Government furnished information (GFI). 
  • At least six (6) years of experience related to manufacturing plans, configuration management, commercialization/transition, and audit preparations. 
  • Demonstrated knowledge in business planning, business development, or operational security review. 
  • At least six (6) years’ experience in specialized and focused company management assessment recommendations. 
  • Must have three (3) years’ experience in the following areas: Assertions (when a firm may be granted them, understand the basis of the assertion and the impact), Intellectual Property, Small Business Innovation Research (SBIR) technical data rights, SBIR/STTR law/policy, Federal contract law/policy, International Traffic in Arms Regulations (ITAR), and export regulations with regard to technology and how they apply to SBIR.
