SUMMARY: The Department of Veterans Affairs (VA) Office of Information and Technology (OIT) seeks an
experienced Deputy Program Manager, Business Operations to oversee the success of the
Onboarding, Management, Engineering, Governance, and Assurance (OMEGA) services within
the Digital Transformation Center (DTC). The Deputy Program Manager, Business Operations
will coordinate across technical, contractual, financial, and stakeholder teams to ensure delivery
excellence. This includes driving governance, managing subcontractors, overseeing budgets, and
supporting over 20 stand-alone projects while maintaining clear and proactive communication
with VA stakeholders and senior leadership.
KEY RESPONSIBILITIES:
Program Governance and Oversight
Establish a program governance structure, defining roles and accountability across the
program.
Facilitate and participate in Steering Committees, Executive Reviews, and Governance
Reviews involving senior leadership, technical leads, and VA stakeholders.
Serve as a primary liaison between the program and external government officials,
including CO and COR.
Project and Performance Management
Oversee the intake, tracking, and delivery of 20+ stand-alone projects, ensuring delivery
by appropriately provisioned Project Managers.
Manage resource allocations, milestones, and performance using tools such as Microsoft
Project, Jira, and Clarity PPM.
Track service delivery performance against KPIs and SLAs, escalating risks or deviations
to leadership.
LOE Development and Deliverable Management
Lead the development of Level of Effort (LOE) estimates, working collaboratively with
technical and project managers to define resource allocations, timelines, and
dependencies.
Define and document the scope, expected deliverables, and definition of done (DoD) for
all projects and workstreams.
Maintain a centralized deliverable tracker to ensure timely submission to VA-designated
systems or repositories, verifying completeness and quality.
Coordinate with Contracts, Finance, and technical teams to align deliverable planning
with contractual commitments and available budgets.
Financial Management
Lead program-wide budget forecasting, spend tracking, and cost recovery efforts.
Work directly with the Finance Team, including the Controller and VP of Finance, to
prepare reports, review forecasts, and ensure compliance with federal financial
regulations.
Train and support OMEGA Technical Leaders to manage their respective profit and loss
(P&L) statements.
Risk and Compliance Oversight
Maintain a Risk Register and lead the implementation of a Risk Management Framework
(RMF).
Coordinate risk mitigation efforts with relevant stakeholders including the Contracts
Team, technical leads, and compliance managers.
Support compliance with CMMI, ISO 9001, and NIST 800-171 cybersecurity standards.
Workforce and Subcontractor Management
Oversee collaboration with People Operations to assess staffing needs, coordinate
onboarding, and ensure security clearance fulfillment for all OMEGA personnel.
Serve as the lead point of contact for all subcontract partners, ensuring adherence to labor
category qualifications, workshare commitments, and performance standards.
Conduct regular performance and staffing checks with subcontractors, escalating noncompliance to the Contracts or executive teams.
Communications and Stakeholder Engagement
Coordinate and lead all program-level internal and external communications, including
weekly updates, dashboards, and strategic reporting.
Develop and deliver performance briefings, Monthly Status Reports, and Quarterly
Business Reviews (QBRs) to VA stakeholders, COs/CORs, and DTC leadership.
Lead outreach initiatives to communicate OMEGA program capabilities, success stories,
and reusable assets to both internal and external audiences.
Reporting, Tools & Innovation
Own the architecture and delivery of dashboards and performance visualizations using
tools like Power BI, Tableau, SharePoint, and Confluence.
Leverage collaboration platforms (e.g., Microsoft Teams, Slack) to ensure continuous
knowledge sharing.
Promote continuous improvement across all operational domains by applying Lean, Six
Sigma, and Agile methodologies.
QUALIFICATIONS:
Education & Experience
Bachelors degree in Business, IT, or a related field (Masters preferred)
Over 10 years of experience supporting the VA
15+ years of experience in federal program leadership, including oversight of business
operations, subcontractors, and financial performance.
Proven success managing program delivery across multidisciplinary roles, including
finance, technical leadership, subcontract management, and stakeholder engagement.
Certifications (Preferred)
PMP certification desired.
SAFe, CSM, ITIL, or Lean Six Sigma certifications preferred.
Skills
Strong leadership, analytical, and cross-functional coordination skills.
Proficiency in project/portfolio management tools and financial systems
Outstanding verbal and written communication skills, especially for engaging with senior
executives, government stakeholders, and technical audiences.
Expertise in contract compliance, performance tracking, and risk mitigation

Working Conditions
This is a hybrid position. The employee will work from their home office and qill be required to commute to the HQ in Arlington, Virginia 1-2 times/week or as a determined by the Supervisor. The working conditions include consistent internet connectivity and a dedicated workspace. The role will require occasional travel for team meetings and training sessions.
