Clearance Requirement: Candidates must be able to obtain and maintain a federal security clearance at the level required by the Government. An active clearance is not required at the time of hire; however, the ability to be adjudicated as clearable is mandatory for this position.

Work Location: Washington D.C.

Work Schedule: Requires five (5) days onsite at the customer's facility


Position Overview: One of our federal customers is seeking a highly experienced Senior BPA Program Manager to serve as the customer’s primary point of contact and provide overall leadership, direction, and oversight for all Contractor personnel and Task Orders (TOs) issued under the BPA. This role requires a senior leader with extensive program management experience, strong technical acumen, and the ability to drive operational excellence across a complex IT environment.


This position is contingent upon the successful award of a government contract and subsequent government approval.


Requirements:

  • Serve as Transition Manager for the contract, ensuring a seamless start-up and continuity of services
  • Provide strategic leadership in planning, organizing, staffing, directing, and controlling all BPA activities
  • Ensure the successful execution, quality, and efficiency of all TOs, encompassing both technical solutions and business processes
  • Assign taskings to Contractor personnel, supervise technical and operational activities, and manage performance across multiple workstreams
  • Act as the Contractor’s ultimate authority for program-level decision-making, resource commitments, and resolution of government concerns
  • Monitor project deliverables, schedules, and performance metrics to ensure compliance with contractual requirements and government expectations
  • Proactively identify risks and issues, recommend solutions, and keep the government informed of potential programmatic impacts
  • Oversee integration of multiple IT systems, networks, databases, and communication subsystems within enterprise-level architectures
  • Manage quality assurance initiatives, including customer satisfaction tracking, complaint monitoring, and quality control processes
  • Foster collaboration across diverse teams, including subcontractors and teaming partners, to ensure alignment and delivery of results
  • Provide regular reporting to senior government officials, including program status, key milestones, and risk management updates
  • Lead workforce development, including training, mentoring, and performance management of staff to maintain a highly skilled and motivated team
  • Support audit readiness and compliance activities, including financial, assessment, and authorization reviews

Required Qualifications:

  • Candidate must be a United States Citizen and present proof of Citizenship, if selected
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, Business, or a related field
  • Minimum of 10 years of program management experience, including at least 7 years in an Enterprise IT environment
  • Current Program Management Professional (PgMP) or Project Management Professional (PMP) certification
  • Proven experience managing and overseeing complex IT architectures involving multiple operating systems, databases, networks, communication subsystems, and managed services environments
  • Demonstrated leadership in supervising large-scale operations, including user and network system integration, and managing teams across diverse job categories and skill sets.
  • Experience working in a quality assurance environment, including customer satisfaction tracking, user complaint monitoring, and quality control programs
  • Excellent written and verbal communication skills, with demonstrated ability to present material to senior government officials
  • Proven experience in manpower utilization, staff training, problem resolution, and employee relations (including management of teaming partners and subcontractors)
  • Demonstrated government experience and knowledge of various audits, including financial audits and Assessment & Authorization (A&A) processes.
