SUMMARY
The primary purpose of this position is to assume the lead role for coordinating preconstruction day to day activities of the Store Development, Real Estate, Legal departments and, outside engineers & consultants as it relates to performing due diligence and the production of architectural concept and working drawings for the construction of new stores, expansion projects, remodels and fuel stations. He/ She will have a thorough understanding of local, state & federal regulatory agencies and their processes as related to the building permit reviews & approvals. In the course of conducting business the Senior Manager will communicate the interests to government agency officials and conduct negotiations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The associate is responsible for the functions below, in addition to other duties as assigned:
- Initiates projects: With the Director establishes project teams; for assigned projects, completes project initiation documents which include detailed work scope/outline, budget, and schedule for completion.
- Manages project implementation: With assigned project team, ensures that all steps and procedures are taken according to standard operating procedures and that all work is completed as planned and scheduled, includes keeping the client informed of the on-going status of a project and providing adequate management, advice, and support to the members of the project team.
- Coordinates/Communicates with peers: Works with other project managers to avoid or eliminate conflicts in schedule due to the changes in various projects.
- Provides technical advice: Contributes to the development of recommendations for assigned projects and others, when requested.
- Maintains project records: Keeps the project records current with the actions and changes that take place on projects so that overall organization can respond to client requests and any other changes.
- Prepares high quality reports: Ensures that the review process and other quality control guidelines are followed, and that final reports and presentations are completed per standard procedures.
- Represent the interests to reviewing agencies.
- Researches the processes & procedures of municipal, state & federal agencies and develops construction drawings accordingly.
- Has a thorough understanding of the permit process and the ability to accommodate unique requirements of local municipalities.
- Work in a support role with construction to develop budgets and construction schedules.
- Provide ongoing coordination and communication both internal and external, to ensure effective execution of the construction drawings.
- Serve as the central point of contact for Store Development, Real Estate & Legal Departments and functional areas of the business stakeholders relative to ongoing activities in the areas of responsibilities.
- Work with Land Development and construction to develop Standardized Building Design Criteria and maintain standards during the design process.
- Participate in continuous process improvement efforts for best practices in areas of responsibility with the purpose to drive results and ensure effective execution.
- Responsible for creating a pool of competent consultants including regularly evaluating their performance; eliminating poor performers; seeking out diverse consultants as partners; keeping consultants up to date on changes to the standard building design criteria.
- Technical advisor to all internal departments regarding matters of building design, due diligence results and the like related to the pursuit of project approvals.
- Work with public utilities i.e. water, sewer, telephone, cable, telephone & gas to identify site utility needs and easements and acquisition of same.
- Initiate, draft and negotiate contracts, purchase orders for approval.
- Performs contract administration functions which include; review & approval of construction Change Orders Proposals (COP), shop drawings & submittals. Responds and manages Requests for Information (RFI).
- Communicate opportunities: Communicates/ presents potential new techniques, products, processes and construction methods that have potential for increased efficiency and longevity of the projects.
- Controls costs: As part of the management of each project, ensures that costs are kept in line with the original; discusses variations with principals and issues change orders to reflect agreed-upon changes.
- Maximizes project efficiency: Through appropriate project budgeting/ pricing, utilization of resources and cost controls, maximizes the profit margin on individual projects.
- PM database management: Maintains accurate and up to date schedules and reports on all projects and communicates those to staff and senior management.
- Present information, reports & documents to various levels of management.
- Assist in administration of budgets, contractor/vendor payments, tracking, and reconciliation for all contracted work.
- Participate in continuous process improvement efforts for best practices in areas of responsibility with the purpose to drive results and ensure effective execution.
- Ensure that the project team is adequately briefed and knowledgeable of building design requirements, schedules and conditional approvals.

- Manages and develops project staff: Understands the strengths and areas needing improvement for assigned project staff; manages, supports, and evaluates each individual towards achieving their maximum potential.
- Public relations ambassador: Be proactive in presenting and communicating the project to local permit authorities and in-house senior management.
- Maintains contact with vendors: Meets regularly with key architects and engineers to discuss current projects, evaluates firm performance, and identifies other areas of improvement.
SUPERVISORY RESPONSIBILITIES
This associate will supervisor four (4) associates.
QUALIFICATION REQUIREMENTS
To perform this job successfully, the associate must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required:
Education and/or Experience
Ten (10) years’ experience in architectural design and construction of retail facilities.
