Job DescriptionSalary:
The Senior Business Analyst will play a critical role in the successful delivery of the BIS IT Modernization Project, a federal initiative mandated by the BIS IT Modernization Act to enhance national security through improved control of sensitive U.S. technology exports. This role is responsible for eliciting, analyzing, documenting, and validating business and functional requirements to support the modernization of BISs legacy systems. US citizenship and a T3 Secret clearance is required. This is a five day a week onsite role in Washington, DC.
CLEARANCE REQUIREMENTS
This position will require access to classified information, and a SECRET clearance is required at the time of hire. Applicants selected will be subjected to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within the government facility, U.S. Citizenship is required.
Responsibilities:
- Lead requirements elicitation and analysis for large, complex IT modernization programs and system integrations.
- Translate business needs into functional and technical specifications, ensuring alignment with mission and enterprise architecture.
- Facilitate workshops, interviews, and stakeholder sessions to gather, document, and validate business and system requirements.
- Develop detailed process maps, user stories, and acceptance criteria in support of SAFe Agile delivery frameworks.
- Collaborate with technical leads, developers, and product owners to ensure accurate implementation of business requirements.
- Analyze and document as-is and to-be business processes, identifying opportunities for automation, efficiency, and modernization.
- Support test planning and user acceptance testing (UAT) to validate solution functionality against business needs.
- Conduct impact analyses, feasibility assessments, and risk evaluations to guide decision-making and change control.
- Communicate complex findings and recommendations through clear reports, dashboards, and executive briefings.
Requirements:
- 4+ years of progressive experience in business analysis, requirements management, or IT project support with a bachelors degree, OR 6+ equivalent years without a degree, preferably in federal or large enterprise environment.
- Experience developing functional requirements, user stories, acceptance criteria, and data flow diagrams.
- Proven ability to analyze, document, and improve business processes using BPMN or similar modeling standards.
- Familiarity with system integration, data migration, and IT modernization initiatives.
- Proficiency with requirements and collaboration tools (Jira, Confluence, Azure DevOps, Miro, Visio).
- Excellent analytical, critical thinking, and communication skills, with ability to bridge business and technical teams.
- Candidate must possess an Active Secret Security Clearance or the ability to obtain and maintain one.
Preferred Qualifications:
- Bachelors degree in Business Administration, Information Systems, Computer Science, or related field; Masters degree preferred.
- Understanding of export control regulations such as the Export Administration Regulations (EAR) and BIS mission.
- Experience working with licensing, enforcement, or compliance systems in a national security or regulatory context.
- Experience in data modeling, system integration planning, or enterprise architecture alignment.
- Familiarity with cloud modernization programs, data analytics platforms, or digital transformation projects.
- One or more professional certifications strongly preferred: CBAP, PMI-PBA, or Agile Business Analyst (IIBA-AAC).
- Knowledge of federal IT governance, compliance, and reporting frameworks (OMB, NIST, FISMA).
Teleworking: The company has a hybrid remote policy for all employees and is dependent upon the type of position.This position may be assigned to support a federal contract, or to work in office. The Companys teleworking eligibility may not apply if the employee is supporting a federal services contract. In this instance, the employee may be subject to federal telework policies and may be required to work onsite in the federal facility when requested.
