Rehabilitate Failing Upper Plaza
The Perry’s Victory and International Peace Memorial at Put-in-Bay, South Bass Island, Ohio is a memorial containing the world’s tallest Doric column and is listed on the National Record of Historic Places. The memorial consists of a 352-foot-tall column, associated plazas and walkways, and landscaped grounds. Constructed between 1912 and 1915, PEVI is typical of the Beaux Arts design style, prevalent at the turn of the 19th century. The Upper Plaza and supporting structure have experienced deterioration in part due to failed waterproofing, condensation, and water penetration that have compromised the structural integrity. A prior structural assessment indicated that the condition of the Upper Plaza structure could no longer support its designed live load, resulting in closure of the Upper Plaza to large groups since 2006.
Project Scope
- Minimize non-historic, visual impacts to the memorial viewshed from the park visitor center by incorporating any new, large structures such as maintenance access to the Lower Level, restrooms, or access ramps on the east side of the memorial.
- Maintain the aesthetics of the symmetrical landscape and structure.
- Repair, retrofit, or replace the structure supporting the Upper Plaza to meet current building code loading requirements.
- Waterproof the Upper Plaza deck to prevent future deterioration of the structure.
- Remove, salvage, preserve, and reinstall the historic fabric of the Upper Plaza. Provide new matching granite pavers to restore the historic paving pattern, provide improved drainage, and remove tripping hazards during re-installation.
- Incorporate accessibility requirements from parking to Lower and Upper Plazas and restrooms, including construction of ramp systems to provide access to both the Lower and Upper Plazas meeting design standards for universal design and accessibility.
- Provide a connection of north-south access on the east side of the memorial to the south seawall sidewalk for maintenance vehicles. Provide north-south pedestrian access on the west side of the memorial connecting north and south sidewalks.
- Replace restrooms in the Lower Level with restrooms meeting accessibility requirements.
- Configure Lower Level interior spaces to provide a minimum of 10,000 SF of dry storage space, a minimum of 1,500 SF conditioned and locked storage space, conditioned space for one office, and men’s and women’s staff locker room space with private restrooms.
- Repair, retrofit, or replace mechanical and utility systems to meet current code requirements, deficient conditions, and present-day needs, including upgrading the HVAC systems to provide appropriately conditioned spaces in the undercroft and the memorial column. Provide codecompliant, appropriate spaces for mechanical and utility systems beneath the Upper Level.
- Remove the existing parking area and provide an accessible landscape to the Lower Plaza. Provide additional parking to the east and west of the memorial along Bayview Avenue (OH State Route 357) with accessibility to the memorial.
- Replacement of removed vegetation around the perimeter berm with new low-growing landscape plantings.
Period of Performance
Approximately 920 calendar days of construction management services. The construction seasons are anticipated to total 650 calendar days. The construction, which will require on-site construction management is anticipated to occur from March through November based on the island ferry schedule for seasonal opening and shutdown in 2026 and 2027. A final abbreviated season is anticipated from March 2028 until the design-build construction contract performance period is scheduled to expire on June 6, 2028.
Requirements:
1. Experience: The proposed CMR(s) must demonstrate a minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in:
a. Construction management;
b. Project coordination, documentation, and communication;
c. Applying and ensuring compliance with contract document requirements;
d. Inspection and verification of construction work;
e. Reviewing as-constructed markup drawings;
f. Reviewing payment invoices;
g. Leading and facilitating progress meetings and other general meetings.
2. Technological Knowledge and abilities such as:
a. Ability to effectively utilize the required hardware/software and access the internet to perform responsibilities outlined in this SOS.
b. Ability to use software to create/edit documents, record meetings, make calls, and share screens such as, but not limited to: MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized for construction management services.
3. Physical Abilities: Ability to walk and climb hills, stairs, or ladders on a daily basis to observe and inspect contract performance.
4. Technical Knowledge and abilities such as:
a. Ability to read, interpret, and understand the Construction Contract Plans and Specifications.
b. Have knowledge of similar construction work including concrete repair, building renovation, and historic preservation so that the CMR can observe, document, and confirm conformance to the contract plans and specifications.
c. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Possess knowledge in construction practices including applicable building codes and safety regulations; ability to facilitate, understand, and document pre-inspections; inspections during construction; post construction inspections; and mock-ups inspections.
d. The ability to understand and evaluate cost estimates and proposals broken down, at a minimum, to prime and subcontractor labor, equipment, materials, overhead, and profit. The ability to define and document scope changes requested by the CO or a result of a differing site condition. The ability to understand and document negotiations between the CO and the Construction Contractor for the technical scope
