PM Solutions is looking for a Senior Operations Research Analyst to join our growing team. This is an on-site position in the Washington DC area and it requires that the candidate have a Bachelor's Degree and hold a secret clearance.
Essential Job Functions and Responsibilities:
a) Assist in the collection, quality control, analysis, and reporting of enterprise performance data pertaining to the acquisition life cycle.
b) Accomplish tasks as specified by the Contracting Officer Representative (COR) and in accordance with current office processes and procedures.
c) Develop data collection mechanisms, performance tracking and assessment baseline, and processes to efficiently gather relevant authoritative data; ensure the quality of source data and derived products; analyze costs, work breakdown structures, schedules, financial data, trends and other program data; and reports results to AF senior leaders.
d) Support the planning, development, and migration of efforts to coordinate all performance measurement and monitoring activities to include risk assessment and management techniques.
e) Develop quantifiable organizational performance measures and indicators that underlie the concept of success (i.e., specific, measurable, achievable, relevant, and timely).
f) Utilize proven program management processes to ensure this effort is completed in accordance with the Government customer's expectations, budget, and timeline.
g) Conduct a project kickoff meeting with the COR and all other Government Subject Matter Experts (SMEs) to analyze requirements and establish the project schedule, which will guide the projects progress. Review the Integrated Master Schedule (IMS) with the Government Program Manager and all other applicable Government SMEs. The initial Project Management Plan (PMP) is due 10 business days after contract start date. The Final Project Management Plan is due 10 business days after the initial Project Plan. The PMP is resubmitted by the contractor if significant changes are required.
Additional duties include:
a) Produce the monthly Senior Leader Performance Expectation (SLPE) Report for the Air Force-level, Major Commands (MAJCOMs), Program Executive Officers (PEOs/Non-PEOs), Direct Reporting Units (DRUs), and MAJCOM Centers. The COR will specify any new ad hoc trend analysis products. Due on the first business day of each month.
b) Use the Federal Procurement Data System Next Generation (FPDS-NG) data and Project Management Resource Tool (PMRT) applications (to include Kaleidoscope) and other resources as applicable to prepare the SLPE Report.
c) Develop SLPE one-time process directions including step by step instructions as applicable.
d) Conduct Cost/Schedule/Performance Assessments, Risk Assessments, and System Shortfall Trend Analysis using PMRT and the following resources:
- Comprehensive Cost and Requirement System (CCaRS)
- Data Access Program Reporting (DAPR);
- System Metric and Reporting Tool (SMART);
- Executive CCaRS;
- General Accounting and Finance System (GAFS-BQ);
- Defense Enterprise Accounting and Management System (DEAMS);
- FPDS-NG, and;
- Other AF/DoD authoritative sources
Candidate Requirements: Bachelors Degree, Masters preferred.
Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, services, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation. Minimum of 10 years experience working with DoD acquisitions and headquarters staff level work or equivalent. Of the 10-year experience, seven (7) years must have occurred in the last 10 years.
