Position Description
The Program Manager (PM) will oversee and provide day-to-day direction and guidance on contracted projects, managing performance, providing resources, and determining the best approach to meet stated requirements. Serving as a subject matter expert in program management, the PM ensures the development and implementation of all planning activities associated with assigned projects using industry best practices, tools, and processes. The PM is also responsible for the timely submittal of all project Contract Data Requirement Lists (CDRLs).
All PMs actively participate in developing new strategies, processes, and procedures and play a critical role in identifying, pursuing, and supporting new business development opportunities. The PM acts as the assigned supervisor for all personnel directly supporting the project and must collaborate effectively with a wide range of professionals across disciplines, including direct engagement with Contracting Officers and other customer representatives to ensure integrated and responsive support.
Responsibilities
• Lead, direct, and manage assigned project(s) as the program management subject matter expert
• Manage, oversee, and report on all aspects of assigned projects to ensure effective execution and alignment with contractual requirements
• Review and approve projects, deliverables, and financial records/products
• Develop, track and maintain functional metrics, budgets and approved goals
• Execute and refine a portfolio of program initiatives aligned with organizational goals
• Ensure project personnel have the necessary tools, training, and methods to meet performance and contractual requirements
• Develop and refine program scope in response to evolving organizational and customer needs
• Actively engage in business development, including identifying new opportunities, supporting capture efforts, developing proposals, and contributing technical or managerial input as needed
• Support program initiatives through market research, marketing content, and other business development materials
• Build and maintain relationships with customers, partners, community stakeholders, and federal agencies to promote and expand program impact
• Support Lumbee initiatives, including assisting other PMs, developing and monitoring critical standards, processes, and procedures, and ensuring organizational knowledge sharing
• Prepare, review, and submit documentation required to meet contract obligations and support new business pursuits
• Support business development activities to include technical writing and capture activities functionally or customer focused
Education
• Bachelor’s degree in Business Administration, Public Administration, project related degree (Information Technology, Engineering for example) or related degree required; Master’s degree preferred.
• Ten years of prior experience working in project related field (DoD or DoS). Experience should include increasing responsibility from managing individual projects to overseeing multiple projects / portfolios of projects in a program.
• Possess excellent communication and strong critical thinking skills.
• Excellent verbal and written communication skills to clearly articulate insights and analysis to relevant stakeholders, in addition to organizational, planning skills and collaboration skills.
• Must be proficient with Microsoft Office Suite including Word, Excel, Power Point, Outlook, and SharePoint.
• Ability to work well with all levels of management and staff.
Certifications
Required: Active Program Management Professional (PMP) certification verified by Program Management Institute Preferred: Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) certification
Security Clearance Requirements Current Secret clearance with ability to transfer required. Position supports federal contracts with immediate clearance verification requirements. Clearance level will be verified prior to the start date. Must be able to maintain clearance throughout employment with clearance reciprocity/transfer.
Travel Requirements
Travel is anticipated to be less than 25% within the Continental United States.
