Duties and Responsibilities:

The vendor will provide an (1) one Onsite Representative (OSR) who is trained, certified, and well versed in the Par Excellence weight-based point of use (POU) system. This includes technical expertise on all systems, hardware, software, hardware, troubleshooting, and reporting to the DC VAMC ensuring system optimization and function. The OSR will work full-time at the Washington DC VAMC.

PAR Excellence is a technical specific system that requires onsite support to maintain the system functionality. The tasks completed by the vendor provided OSR will ensure that the installed PAR Excellence system operates at the fullest possible capacity lending to improved expendable supply accountability and efficiencies in the inventory process for clinical items throughout the medical center.

1. Troubleshooting, Item Registration, and Item Deregistration.
2. Serves as the weight-Based POU workhorse for all bin/scale maintenance and troubleshooting needs at the medical center.
3. Physically registers and deregisters items at the Bin/Scale location after the inventory management specialist adds the item to Par Client.
4. Educates/trains secondary and at the discretion of the medical center Chief Supply Chain Officer (CSCO).

5. Collaborates with VISN 5 Supply Chain Analyst and Works Directly under the medical center CSCO and maintains corporate knowledge through weekly communication with the helpdesk.
6. Serves as project assistant on larger weight based POU projects (e.g., Expansion Type Projects; New Facilities) and directly oversees smaller weight based POU Projects (e.g., registration of replacement stock keeping units (SKU) and deregistration of recalled products; broken controllers; bin/scale error increase)
7. Confirms that the daily Quantity Hand Replacement macro are run and tracks the monthly schedule detailing who will run it and when it will be run.
8. Confirms weekly Add/Edit POU macro are run and tracks the monthly schedule detailing who will run it and when it will be run.
9. Works directly with VAs Office of Information and Technology (OI&T) for controller, Par Ex Database, and any non-human error incident.
10. Religiously analyzes registration errors (e.g., packaging weight discrepancy) and unit of issue errors (e.g., Par Ex registered to an EA and GIP registered to a BX).
11. Maintains operational structures in primary and secondary inventory points and constantly looks to prevent upstream issues.

12. Provides a weekly weight based POU docket of actions and deliverables to the VISN 5 Supply Chain Analyst and medical center CSCO.
13. Consistently looks to maximize closet space through strategic bin/scale best fit analysis and works directly with weight-based corporate to replace broken materials at no cost to the VA
14. Maintains a clean workspace and mobile troubleshooting station that can be immediately deployed to correct a range of errors
15. Works collaboratively with VISN 5 Supply System Analysts



Experience/Education Requirements:

1. Par Excellence Onsite Representative (OSR) must have completed the PARs On-Site Resources Program and received their certification prior to beginning work at the DC VA Medical Center. The OSR will serve as the technical expert in all PAR Excellence systems including PAR admin, PAR client, and PAR Vison.
2. The contractor must provide a minimum of one (1) full-time On-site Representative with at least two (2) years of experience providing Par Excellence onsite support at a medical center.
3. Experience working as an OSR at a Veterans Affairs Medical Center is preferred but not required.
