Job Overview
The Project Controls Lead (PCL) provides overall leadership and direction for project controls throughout project lifecycle. This role is responsible for implementing project control systems and methods related to estimate development, cost control, schedule development and control, progress measurement, and management of change. The PCL will support project teams through analysis, reporting, forecasting, and ongoing stewardship, ensuring timely, accurate, and actionable data to enhance project performance and capital efficiency.
Roles and Responsibilities
- Deliver timely and accurate data and reports in support of benchmarking and tool development
- Provide project leadership and expertise in cost, schedule, progress measurement, and change management
- Develop and implement Project Controls Plan and Management of Change (MOC) Plan
- Lead cost and schedule stewardship reviews and reporting, including monthly reviews
- Coordinate estimating, planning, and cost control activities across multiple concurrent projects
- Lead preparation and maintenance of Cost Breakdown Structure (CBS), Original/Current Control Budgets, Project Master Schedule, and progress control systems
- Collect, analyze, and report project cost and schedule information, identifying status and potential issues
- Administer and facilitate Management of Change procedures
- Interact with Controllers regarding budgets, invoices, and work-in-place development
- Support bid evaluations, contract price budgets, and control schedules/milestones
- Ensure alignment with contractor payment terms and coordination procedures
- Prepare for Gate Reviews and funding activities by developing schedules and cost estimates
- Respond to ad hoc requests from Project Management Team related to project controls and reporting
- Support consortium/joint venture presentations and project close-out reporting
- Execute quality assurance by monitoring contractor performance in cost/schedule/progress
- Review, endorse, and provide feedback on contractor progress, trend development, and change proposals
- Develop/review cost and schedule corrective actions and ensure implementation
- Manage cost and schedule organization, serving as the link between project and organization
- Lead Project Controls Implementation Plan development tailored to each project
- Mentor project control engineers and planners
- Ensure functional support and approval for key deliverables
- Promote and drive capital efficiency on all projects under stewardship
Skills and Qualifications
- Bachelor of Science in Engineering, Engineering Technology, or Construction Management (mandatory)
- 5–15 years of demonstrated professional experience in project controls (required)
- Prior supervisory experience
- Direct experience in cost and schedule control, with evidence of achievements
- Previous work as a Project Controls Engineer, managing multiple concurrent projects
- Oil and Gas industry experience is required (company experience preferred)
- Strong knowledge of project management best practices and key processes
- Exceptional influencing, consulting, mentoring, analytical, and computing skills
- Proficient with Microsoft Excel and PowerPoint
- Adaptable to changing priorities; able to multitask and respond quickly
- Excellent interpersonal and communication skills
- Willingness to work overseas in a team environment and relocate as needed

- Location: Local to Midland, TX (Willingness to work overseas and relocate required)
- Compensation: $60-103/hr
