SUPERVISORY RESPONSIBILITIES
Assigned Accountant(s) and/or Account Clerk(s) typically ranging between two and four staff.

SUMMARY
Under direction of the Assistant Finance Director, the Accounts Payable Manager is responsible for the day to day accounts payable operations.

Assist in the fulfillment of the agency’s vision, “For Those We Serve,” by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
General Managerial Duties:
Assist in the development of manuals and other training tools.

Train, supervise, and evaluate the performance of assigned staff.

Assist with hiring and discipline / termination process of subordinate staff (as needed).

Ensure transactions are authorized, properly documented, and processed in a timely and accurate manner.

Monitor compliance with laws, board policies, and accounting pronouncements.

Prepare and submit reports for assigned area(s) and communicate status to appropriate parties as required.

Respond to employee inquiries, as needed.

Act as a liaison between the Agency and external third parties.

Conduct any necessary fiscal investigations without bias, including person’s length of service, position/title, or relationship with Agency.

Account Payable Specific Duties:
Process accounts payable payments: bank draft, electronic funds transfer, and paper checks.

Analyze and resolve problems presented by subordinates, staff, or vendors that are complex or sensitive in nature.

Conduct training workshops on accounts payable procedures for Agency staff.

Ensure accuracy of transactions entered into the accounting system.
Ensure internal controls are properly maintained.

Maintain current vendor files and database.

Monthly reconciliation of the Accounts Payable module to the General Ledger.

New vendor set-up and verification of clearance from the excluded party listing.

Recommend and implement changes to policies and procedures to ensure integrity of the accounts payable systems.

Review documents for accuracy, completeness and conformance to policy.

Track travel expenses throughout Agency for internal tracking and reporting.

Supervise review of outstanding checks for proper handling.

Supervise year-end accounts payable reporting, such as 1099 filings.

Promote utilization of available paperless payment processing with vendors.

Travels for agency business using personal/agency vehicle.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:
Bachelor’s degree in accounting or related field, required.

EXPERIENCE:
Ten years of progressively responsible experience within accounts payable or general accounting OR five years of accounts payable experience including at least one year of supervisory experience, required.

OTHER QUALIFICATIONS:
Professional certification, in good standing (Accounts Payable Professional or CPA) preferred.

Knowledge of financial and accounting principles and practices (with preference in grant reporting and related governmental regulations) and procedures.

Excellent analytical abilities.

Effective presentation, written and verbal communication skills.

Able to meet schedules and timelines.

Demonstrate a commitment to professionalism and diligence in the performance of duties.

Able to work independently with minimal supervision.

Proficient in Microsoft Office Suite and related business software, including experience working with spreadsheet software (MS Excel) and with computerized accounting systems/applications.

Ten key by touch and data entry experience in accounting environment preferred.
