mPower, Inc. is seeking an experienced Senior Grants Policy Analyst to provide expert-level grants policy and regulatory support one of its customers. This individual will serve as a trusted advisor to federal leadership, leading complex policy initiatives that strengthen grants administration across the biomedical research enterprise.

The Senior Grants Policy Analyst provides strategic leadership in the development, interpretation, implementation, and evaluation of Federal grants policies supporting an extramural research programs. This position requires extensive knowledge of federal grants administration, Federal assistance regulations, and policy analysis.

The successful candidate will collaborate with leadership, Grants Management Officers, Program Officials and other stakeholders to develop guidance, resolve complex policy issues, and improve grants management operations across the agency.

Job Responsibilities

Grants Policy Leadership

· Lead development, implementation, and revision of grants management policies and procedures.

· Analyze Federal legislation, regulations, Executive Orders, OMB Uniform Guidance (2 CFR Part 200), and policies to determine operational impact.

· Draft policy memoranda, standard operating procedures, implementation plans, and guidance documents.

· Develop recommendations for senior leadership regarding emerging grants policy issues.

Policy Interpretation & Advisory Services

· Serve as a senior subject matter expert on grants administration.

· Provide authoritative guidance on complex grants management issues, including:

- Prior approvals

- Allowable costs

- Foreign components

- Data sharing requirements

- Clinical research administration

- Subrecipient monitoring

- Research compliance

- Advise Federal staff on regulatory interpretation and policy implementation.

Strategic Analysis

· Evaluate grants administration processes and identify opportunities for policy improvements.

· Perform risk assessments and compliance reviews.

· Analyze trends and recommend strategies that improve efficiency while maintaining regulatory compliance.

· Prepare reports, executive dashboards, and policy analyses for leadership.

Stakeholder Engagement

· Lead cross-functional policy training involving Grants Management and Scientific Program staff.

· Build consensus among diverse stakeholders to advance organizational objectives.

Training & Knowledge Management

· Develop policy training materials, standard operating procedures (SOPs), job aids, and guidance documents.

· Deliver presentations and training to Federal staff and contractor personnel.

· Mentor junior analysts (if applicable) and provide technical leadership on grants policy matters.

Required Qualifications · Bachelor’s degree in public administration, Business Administration, Health Administration, or a related field.

· Minimum of 10 years of progressively responsible experience in Federal grants management, grants policy, or research administration.

Extensive knowledge of:

- Federal Grants Policy Statement

- HHS Grants Policy

- OMB Uniform Guidance (2 CFR Part 200)

- Federal assistance regulations

- Federal grants lifecycle management

· Demonstrated experience analyzing legislation and developing policy recommendations.

· Exceptional written and verbal communication skills.

· Ability to brief senior executives and translate complex regulations into practical guidance

Preferred Qualifications

Previous experience as a Grants Management Officer, Grants Management Specialist, or Grants Policy Analyst.

· Experience leading cross-functional Federal initiatives.

· Knowledge of the institutes systems and grants business processes.

· Project management experience.
