Summary: The Senior Services Program Manager oversees the daily operations of the senior services department, including Meals on Wheels. Supervises Meals on Wheels staff and volunteers. Manages training and credentialing programs. This role requires strong leadership, organizational skills, and a commitment to serving older adults.


Essential Duties and Responsibilities

  • Oversees daily activities related to the primary functions of the senior services programs – includes the distribution of meals through congregate and home delivery programs. Ensures staff members and volunteers fulfill their service obligations.
  • Improves the efficiencies and processes in the Senior Services departments. Creates policies and procedures that support departmental needs.
  • Prepares the departmental budget.
  • Orders supplies and approves expenditures for the department, within authority limits and in accordance with policy.
  • Secures information such as medical, psychological, and social factors contributing to client’s situation, and evaluates to assess client’s capacities.
  • Determines a client’s eligibility to participate in the Meals on Wheels.
  • Disseminates information to elderly people in Denton County about services available through SPAN and other community resources.
  • Networks with other local agencies as directed by the Chief Operations Officer serving older individuals, publicizing services through speaking to organizations, distributing resource materials and other methods as developed.
  • Oversees billings to clients for services; monitors and documents receipt of payment, deposit funds.
  • Recruits and intakes volunteers; ensuring that we have enough to serve program needs.
  • Drives departmental training programs and actively engages with staff and volunteers. Plans and executes training for staff and volunteers, preparing and distributing materials as needed.
  • Researches, addresses, resolves, responds, and documents client complaints in accordance with company policy.
  • Determines the labor needs for department and partners with Human Resources on recruitment and staffing initiatives.
  • Coordinates with other members of the management team to ensure operational success and adherence to policy and procedures.
  • Enforces compliance with company policies/procedures and as required by governmental/agency regulations.
  • Compiles records and regularly produces accurate reports as required.
  • Creates ways to celebrate and honor volunteers.
  • Plays key role in agency’s participation in Meals and Wheels related events and activities. Assists in the promotion of all agency events.
  • Identifies unmet needed services and assists management team in program development/growth to target such needs.
  • Assists Compliance Manager in internal and external audits.
  • Other projects and duties as assigned.

Supervisory Responsibilities:

  • Direct reports include Program Assistants – Meals on Wheels, Site Managers and Assistant Site Managers.
  • Conducts performance evaluations that are timely and constructive.
  • Participates in hiring, training, disciplining, and termination of employees as needed.


Requirements:

Required Education/Experience:

  • Bachelor’s degree required
  • At least five years of administrative experience, or equivalent combination of education and experience.
  • Non-profit experience preferred.
  • Experience working with volunteers preferred.
  • Bi-lingual (Spanish) a plus.

Key Skills and Abilities:

  • Excellent verbal and written communication skills (English).
  • Excellent administrative, managerial, and supervisory skills.
  • Working knowledge of Department of Health and Human Services, Medicaid, Area Agency on Aging, and other related regulations.
  • Ability to grasp financial/monetary concepts on a level conducive to tasks such as overseeing a budget, managing expenditures, and creating reports.
  • Excellent organizational skills and attention to detail.
  • Ability to capture data efficiently and in a meaningful way that allows for reporting, analysis, and decision making.
  • Ability to exercise sound independent judgement and discretion, consistently and in the midst of a crisis.
  • Ability to set high personal goals and work independently, while managing multiple projects and under stressful situations.
  • Ability to develop and maintain professional relationships with coworkers, volunteers, regulatory agencies, and clients.
  • Ability to complete additional trainings and credentialing as required for position.
  • Proficient in Microsoft Office products, the internet, and electronic email. Extremely proficient at the software used by department.

Work Environment:

Primarily in an office environment, which can be loud with many distractions. Occasional exposure to outdoor conditions. Some travel and some evening/weekend work required.


Physical Demands:

While performing the duties of this job the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; talk or hear. The employee is regularly required to sit and may have extended periods of using a telephone, computer and other electronic devices.
