Role Summary
Metrics LLC is bidding on a Management and Program Support Services contract with the Department of Homeland Security Federal Protective Service (DHS FPS). We are seeking a Senior Federal Program Management Advisor to support the Federal Protective Service's (FPS) Program Management Division (PMD) Enterprise Program Management Office (EPMO) at headquarters in Washington, DC. This position is billed under the Subject Matter Expert (Senior) labor category on the OASIS+ SDVOSB contract vehicle (NAICS 541611, SIN 40101). We are recruiting now to ensure immediate staffing upon contract award.
The EPMO Advisor serves as the senior technical resource for program governance and performance management within PMD, embedded directly alongside FPS leadership to sustain and strengthen the division's enterprise program management functions. This role goes beyond coordination — you will design governance frameworks, standardize program management processes, and advise senior FPS officials on cross-divisional program performance, risk, and strategic priorities.
The ideal candidate is a seasoned federal program management professional who has operated at or adjacent to a federal EPMO — equally comfortable building a governance framework from the ground up, facilitating a senior program review board, and translating program performance data into executive-level strategy. DHS or federal law enforcement agency experience is a strong differentiator.
Key Responsibilities
- Execute EPMO functions within FPS PMD including facilitation of program governance boards, performance metric tracking, and cross-divisional program coordination (SOW Task 2, §3.2)
- Develop, implement, and maintain federal program performance management frameworks aligned with DHS and FPS strategic objectives and OMB program management standards
- Provide strategic advisory support to PMD leadership on program status, risk mitigation, resource allocation, and inter-divisional dependencies
- Document and standardize program management processes, templates, governance artifacts, and SOPs for consistent application across FPS headquarters and divisions
- Coordinate with multiple FPS divisions (ID, PA&E, HCOD, regional offices) to align program delivery, track milestones, and resolve escalated program issues
- Prepare executive-level program briefings, performance dashboards, and strategic program assessments for FPS senior management
- Advise on federal program lifecycle management — initiation, planning, execution, monitoring, and closeout — in accordance with DHS and OMB standards
Minimum Education Requirement
Master's degree in Business Administration, Public Administration, Management, or related field; OR Bachelor's degree with at least 10 years of direct enterprise program management office experience in lieu of Master's.
Minimum Experience Requirement
At least 8 years of federal program management experience, with at least 3 years directly supporting or operating within an Enterprise Program Management Office (EPMO) or equivalent program governance function at a federal agency.
Specialized Experience (Required)
- Demonstrated experience establishing, advising on, or executing federal program governance frameworks, performance management systems, and cross-organizational program coordination
- Experience developing program governance artifacts including program charters, performance dashboards, risk registers, and executive status reports
- Familiarity with DHS, FPS, or comparable federal law enforcement or protective services organizational structures and program management processes
- Demonstrated ability to advise senior federal leadership (SES-level or equivalent) on program performance, risk, and strategic priorities
- Ability to obtain and maintain a DHS Suitability determination; background investigation required prior to on-site access
- Available for on-site presence at FPS Headquarters, Washington, DC; telework policy subject to FPS COR approval
Preferred Qualifications
- Prior direct experience supporting DHS, FPS, DOJ, or federal law enforcement or protective services agencies
- Program Management Professional (PgMP), PMP, or PRINCE2 certification
- Experience designing or optimizing governance boards, metrics dashboards, or performance reporting systems for large federal organizations
- Familiarity with federal acquisition, budget planning, and federal appropriations management cycles
- Experience supporting multiple divisions simultaneously in a matrixed federal environment
- Existing Secret clearance
