Job Description:

VITG seeks a Beginner to Mid level Federal Proposal Writer to drive the development of high-impact, winning responses for complex federal solicitations. The ideal candidate must be detail oriented, organized, and comfortable in fast-paced environments. Candidates must also have an eagerness to learn and a willingness to take on new challenges.

Applicant Requirements:

  • US citizen or authorized to work in the United States.
  • Must have lived in the United States for three of the last five years.
  • Must be able to pass a VITG background check and drug screening.

Job Responsibilities:

  • Capture Support: Manage the monitoring and tracking of new and active opportunities on federal contracting websites and entering them into Jira Kanban.
  • Full Lifecycle Writing: Support proposal efforts from opportunity identification through final submission and post-award debriefing.
  • Strategic Win Themes: Collaborate with executive leadership and subject matter experts (SMEs) to develop compelling win themes and discriminators that align with agency-specific pain points.
  • SME Interviewing: Conduct interviews with technical staff to translate complex engineering and programmatic concepts into clear, persuasive, and non-technical prose.
  • Technical Writing: Contribute to the development of technical guides and create workflow diagrams to align with contract needs.
  • Compliance & Quality: Perform rigorous compliance checks against solicitation instructions. Ensure all content is cohesive, consistent in "one-voice," and free of grammatical errors. Confirm final products are 508 compliant.
  • Agile Proposal Management: Participate in and support color team reviews (Pink, Red, Gold) and implement feedback in rapid-turnaround environments.
  • Proposal Assets: Responsible for drafting and formalizing technical sections for complex federal RFPs, RFIs, and RFQs.
  • Content Capture: Maintain and update a library of reusable proposal components, past performance citations, and corporate capabilities to streamline the writing process.
  • Editing & Production: Oversee final document formatting, desktop publishing, and the creation of executive summaries that resonate with federal evaluators.

Required Qualifications & Skills:

  • Education: Bachelor's degree in English, Communications, Marketing, Business Administration, or a related field, or equivalent practical experience.
  • Experience: 1+ year(s) of professional writing (grant, proposal, contract) experience. Experience writing winning proposals for federal agencies (e.g., DoD, DHS, HHS) is preferred.
  • Federal Contract Knowledge: Familiarity with and understanding of the nuances of various contract types (FFP, T&M, CPFF).
  • Writing Excellence: Exceptional command of the English language, with the ability to write concisely under tight deadlines while maintaining high quality.
  • Research Skills: Ability to analyze trends and agency mission goals via SAM.gov and other procurement forecasting tools.
  • Methodology: Familiarity with or a desire to learn the Shipley Proposal Process or similar formal proposal development frameworks.
  • Skills: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), Google Suite (Docs, Sheets, Sites) and virtual meeting tools (Microsoft Teams, Google Meet, Slack).
  • Interpersonal Skills: Exceptional organizational, time management, and communication skills, with expertise in managing rigorous internal and external deadlines.
