POSITION PURPOSEThe Re-Entry Program Manager is a key member of Goodwill of Delaware & Delaware County’s Workforce Development team. The incumbent supports all aspects of the development, implementation, and monitoring of the Work A Day, Earn A Pay Program (WADEAP), a re-entry program, geared towards an outcome of competitive employment.

Work A Day, Earn A Pay (WADEAP) is a collaboration between Goodwill and the Delaware Department of Transportation in support of the Governor’s #KeepDELitterFree initiative. This is an opportunity for those who have faced employment barriers to access well-paid work.

This position serves as a member of the Quality Team.Location: Wilmington, DeSchedule: Monday - Friday 7am to 3:30pmRate of Pay: $25 an hour
ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Ensures that the WADEAP program and services are administered in compliance with funder and contract regulations.
  • Ensures that participants follow all Goodwill policies and procedures and adhere to safety standards.
  • Ensures maximum security and protection of company assets, including vehicle leases, and participant privacy.
  • Assesses, manages and maintains data quality for the WADEAP program.
  • Maintains records in the Workforce Development database system in accordance with organizational policy and procedure.
  • Prepares, finalizes, and submits accurate and timely reports or updates to internal and external stakeholders.
  • Supports the delivery of essential skills training to program participants that support capacity building and workforce integration.
  • Formulates program and service-related goals, objectives, operating policies, and priorities to ensure consistency with departmental standard operating procedures.
  • Achieves exceptional program outcomes based on established quality standards.
  • Provides recommendations to the Vice President, Workforce Development, regarding systems, workflow, and process improvements.
  • Gathers and analyzes data to evaluate projects. Measures project performance using appropriate systems, tools, and techniques.
  • Networks and fosters positive working relationships with internal and external stakeholders.
  • Works to advance the organization’s mission and achieve departmental goals for persons served, placed, and trained.
  • Assists the organization in maintaining compliance with appropriate standards and federal, state, and local regulations.
  • Serves as an advocate for participants to ensure their needs and interests are at the core of WADEAP services.
  • Attends conferences, workshops, trainings, and meetings, as required and appropriate.
  • Performs other duties as assigned.

EDUCATION/EXPERIENCEBachelor’s degree in a human services or related field. At least 3 years of workforce development experience. Supervisory experience is required. An equivalent combination of education and experience may be considered.SKILLS/ABILITIES

  • Demonstrated computer skills including proficiency with Microsoft Office Suite software programs or comparable software
  • Demonstrated ability to engage participants in training activities
  • Strong verbal and written communication skills, including editing and presentation skills
  • Excellent interpersonal and customer service skills, including the ability to interact collaboratively with a diverse constituent population
  • Demonstrated crisis management, including risk assessment and critical thinking skills
  • Ability and willingness to work independently and in a team environment
  • Strong attention to detail and proactive approach to problem-solving
  • Strong organizational skills, including the ability to multi-task and adapt to changing priorities
  • Demonstrated ability to handle challenging situations with sensitivity and diplomacy
