General Definition of Work

Performs intermediate skilled administrative work assisting with the registration of voters, providing voter and election related information, managing the maintenance, storage, testing and records of elections equipment; recruits and supervises poll workers and officials and related work as apparent or assigned. Work is performed under the moderate supervision of the Elections Director.

Essential Functions

Performs administrative work associated with the election process such as compiling database information on voters, ensuring documentation from precincts are correct, updating and maintaining district maps, and development of voter lists.

Provides customer service for voter information and queries regarding voter registration policies and procedures; issues voter identification cards and voter registration certificates; aids voters in locating and using online tools; discerns when a voter or an issue should be escalated to management

Serves as liaison for voters, elected officials, and the Secretary of State; maintains current knowledge of Federal, State, and local laws governing the elections process for both County and municipal elections.

Maintains inventory, coordinates maintenance, storage, testing and records of election equipment and precinct supplies; coordinates delivery of equipment to precincts on election day; ensures equipment meets all Federal, State, and local regulatory standards, ordinances, laws, and requirements; updates and inventories election equipment after each election; and maintains inventory of supplies needed to conduct day-to-day work activities.

Assists with recruiting of poll workers and training of poll workers; designing training classes & coordinating training schedule, materials, supplies and equipment for poll worker classes

Assists in coordinating staffing schedule for facilitators to conduct each election; supervises seasonal and part-time poll workers in regards to absentee by mail, equipment testing, inventory, equipment delivery, etc..

Assesses training effectiveness and adjusts as needed after every election; ensures efficient and accurate tracking and reporting of class attendance to comply with State Law

Supervises and directs assigned poll officials, develops and oversees poll official work schedules; compiles and reviews timesheets; directs work; acts as a liaison between poll workers and management; and trains poll workers in operations, policies, and procedures.

Ensures the department's compliance in accordance with all federal, state, and local regulatory standards, ordinances, laws, and requirements.

Assists with preparation and submission of ballots to the Board; preparation of audit materials; assists with the counting of absentee ballots, canvassing votes, and recounts.

Enters a variety of data into computer system; verifies statistical and other records for accuracy and completeness; enters and retrieves sensitive and restricted information into computer system.

Assists in the coordination and preparation of periodic, special, and other reports; collects information from a variety of sources and compiles data.

Maintains daily voter registration forms and performs daily voter transfer process; maintains voting districts and combos in the state system.

Coordinates and is responsible for voting by mail activities; conducts public test of equipment and ballots; manages balloting printer; inspects ballots for accuracy; issues ballots; generates lists of voters and statistics, manages incoming voted ballots.

Coordinates early processing of absentee ballots; assists with Risk Limiting Audits, Recounts, and Hand Counts.

Assists with the coordination of election activities: reserves locations for use as Advance Voting polls, helps supervises early voting polls, as needed; requests equipment and supplies to fully operate early voting polls for each election cycle; issues provisional ballots; verifies voters have received the correct ballot based on their registered address; inspects generated ballots for accuracy; keeps records and statistics of activities and performs all close-out duties.

Knowledge, Skills and Abilities

Thorough knowledge of Federal, State and local election and voter registration laws and regulations; thorough knowledge of registration and voting procedures and of the maintenance and protection of voting registration lists

and records; thorough knowledge of standard office practices, procedures, equipment and administrative support techniques; general knowledge of departmental programs and policies; general knowledge of business English, spelling and arithmetic; thorough knowledge of Microsoft Word, Access, Excel and PowerPoint; ability to type accurately at a reasonable rate of speed; ability to read and understand detailed and complicated policies, procedures and materials that contain specialized words and phrases; ability to solve problems within scope of responsibility; ability to operate a variety of office equipment to produce complex/technical documents; ability to establish and maintain effective working relationships with associates, vendors, and the general public; ability to plan, train and supervise the work of others.

Education and Experience

Associate degree in Public Administration, or related field preferred; five years of experience managing elections and voter registration including lead and supervisory experience; or any equivalent combination of experience.

Physical Requirements

This work requires the regular exertion of up to 25 pounds of force and the occasional exertion of additional force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Record management experience and/or training.

Favorable background history as determined by review of Local, State and Federal records.

Valid driver’s license in the State of Georgia with a favorable driving history (MVR).

Must be available to work weekends and nonstandard hours.

Must exhibit a professional demeaner/attire and have the ability to remain nonpartisan.
