Resident Engineer
Onsite (District of Columbia, Maryland, and Virginia)
Full Time/Direct Hire
KEY RESPONSIBILITIES:
Construction Oversight and Field Leadership
•Serve as the on-site technical lead and field representative for transportation and civil infrastructure construction projects.
•Provide daily oversight of horizontal construction activities, including roadway, utility, drainage, streetscape, stormwater, traffic control, and related infrastructure work.
•Monitor contractor work for compliance with approved plans, specifications, permits, contract requirements, safety requirements, and applicable agency standards.
•Review field conditions, identify construction issues, and coordinate timely resolution with contractors, designers, clients, inspectors, and regulatory stakeholders.
•Support effective coordination among contractors, subcontractors, utility owners, testing firms, inspectors, public agencies, and Hayat Brown project leadership.
Contract Administration Support
•Assist with review and documentation of pay applications, quantity tracking, RFIs, submittals, change orders, field directives, and construction correspondence.
•Maintain accurate construction documentation, including daily reports, field logs, photo records, meeting notes, issue logs, inspection records, and project files.
•Support compliance with DOT, FHWA, local agency, and project-specific construction administration requirements.
•Assist with evaluation of cost impacts, schedule impacts, field changes, and potential claims or disputes.
•Track contractor deliverables, outstanding issues, deficiencies, and corrective actions through completion and closeout.
Schedule, Cost, and Progress Monitoring:
•Review contractor schedules, look-ahead schedules, and progress updates to verify work sequencing and identify potential delays.
•Track construction progress against approved schedules, milestones, budgets, and project requirements.
•Support schedule and cost impact evaluations related to field changes, delays, utility conflicts, and unforeseen conditions.
•Communicate project risks, delays, and recommended mitigation measures to clients and senior project staff.
Quality Assurance, Inspection, and Materials Coordination
•Coordinate inspection, quality assurance, and materials testing activities to verify that work is constructed in accordance with contract documents and agency standards.
•Review workmanship, materials, test results, and inspection findings for compliance with DOT and project requirements.
•Document deficiencies, nonconforming work, and corrective actions, and verify that identified issues are resolved.
•Support substantial completion, punch list development, final inspections, and project closeout documentation.
Safety and Traffic Control:
•Monitor contractor compliance with OSHA, DOT, MUTCD, maintenance of traffic, and project safety requirements.
•Review and observe implementation of MOT, traffic control, pedestrian access, and safety plans in active construction environments.
•Report unsafe conditions promptly and coordinate with appropriate parties to support corrective action.
•Help maintain safe construction operations in highly urban, active roadway, pedestrian, and utility environments.
Meetings, Reporting, and Stakeholder Coordination:
•Participate in and support progress meetings, field coordination meetings, utility coordination meetings, and stakeholder briefings.
•Prepare daily, weekly, and monthly construction reports that clearly communicate progress, field observations, issues, risks, and action items.
•Communicate effectively with clients, contractors, public agencies, designers, inspectors, and internal teams.
•Represent Hayat Brown professionally in the field and in meetings with clients, agency representatives, contractors, and community stakeholders.
REQUIRED QUALIFICATIONS:
•Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field.
•Professional Engineer (P.E.) license preferred or required based on project/client requirements.
•8 to 12 years of professional experience in transportation, civil infrastructure, or DOT-related construction projects.
•Demonstrated horizontal construction management experience involving roadway, bridge, utility, drainage, stormwater, streetscape, maintenance of traffic, and related civil infrastructure work.
•Experience in construction inspection, resident engineering, field engineering, contract administration, and construction documentation.
•Ability to interpret engineering plans, specifications, contract documents, standards, permits, schedules, RFIs, submittals, and change order documentation.
•Knowledge of DOT, FHWA, OSHA, MUTCD, and local agency construction requirements, particularly for transportation and infrastructure projects.
•Ability to monitor contractor performance, track quantities and progress, document field conditions, and support resolution of construction issues.
•Strong written and verbal communication skills, including the ability to prepare clear construction reports and communicate with clients, contractors, agencies, and internal teams.
•Strong organizational skills and the ability to manage multiple field priorities in active construction environments.
PREFERRED QUALIFICATIONS:
•Experience working on transportation or civil infrastructure projects in the District of Columbia, Maryland, and Virginia region.
•DOT inspection, materials testing, safety, or construction management certifications.
•Experience with CPM scheduling tools such as Primavera P6 or Microsoft Project.
•Familiarity with DOT construction management systems, digital field reporting tools, document control platforms, and electronic project records.
•Experience supporting public-sector clients and projects in dense urban environments with complex stakeholder, traffic, utility, and pedestrian coordination requirements.
•Experience assisting with project closeout, punch lists, claims documentation, as-built records, and final acceptance.
