Scope of Work:
The primary purpose of this position is to support the Program Management Office as the Deputy Program Manager, with primary responsibility for day-to-day operations and maintenance oversight, while supporting the overall lifecycle management and execution of the contract.
Responsibilities:
- Serves as the lead for day-to-day operations and facilities maintenance oversight, ensuring all services are executed efficiently and in accordance with contract requirements.
- In the absence of the Program Manager, assumes full responsibility for the deployment, direction, and management of contractor personnel and contract operations.
- Oversees execution of facilities maintenance activities, ensuring work is completed safely, on schedule, and in compliance with performance standards.
- Ensures contract performance aligns with company policies, government regulations, and contractual requirements, with a strong emphasis on safety, quality, and operational efficiency.
- Supports the development and tracking of performance metrics, service levels, and operational goals aligned with customer expectations.
- Leads and participates in daily operations meetings, status reviews, and customer engagements, serving as a key operational point of contact.
- Coordinates with supervisors, leads, and technical staff to ensure proper work prioritization, resource allocation, and execution of maintenance tasks.
- Monitors operational and maintenance performance, identifying areas for improvement,efficiencies, and corrective actions.
- Supports contract changes, modifications, and operational adjustments as needed to meet evolving requirements.
- Assists with budget oversight, cost control, and resource management, ensuring efficient use of labor and materials.
- Works closely with union leadership and workforce representatives to support administration of the Collective Bargaining Agreement (CBA) and maintain effective labor relations.
- Exercises supervisory responsibility for personnel management, scheduling, and daily workforce oversight.
- Ensures compliance with all safety programs, procedures, and regulatory requirements across maintenance operations.
- Acts as the primary operational liaison between the workforce, leadership, and customer to ensure seamless service delivery.
- Perform other duties as assigned.
Minimum Requirements:
- Five(5)years of experience managing facilities maintenance operations, including preventive and corrective maintenance across multiple building systems (HVAC, electrical, plumbing).
- Experience overseeing multi-trade teams and work order systems (e.g., CMMS/Maximo)in a government orBase Operations Support contractenvironment.
- Minimum offive(5) years of relevant experiencemanaging services on contracts of similar size, type, scope, and complexity,including specializedexperience inthemanagement of multi-function base operations or unaccompanied housing and facilities management.
- Strong working knowledge of the Service Contract Act (SCA), Collective Bargaining Agreements (CBA), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Time & Materials (T&M) contracts.
- Bachelor’s degree in accounting, business management,or related fieldpreferred.
- Project Management Professional (PMP) Certificationpreferred.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
- Effective written and verbal communication skills.
- Musthold and maintaina Tier5background check(Top Secret / SCI Clearance),asrequired for the position.
- Must be able to maintainthe ability to access thegovernment worksite.
- Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands / Work Environment:
- Ability to sit or stand for extended periods while working at a computer or desk.
- Frequent use of hands for typing, data entry, and handling paperwork.
- This position is primarily performed in an office setting; however, regular site visits and field inspections are required. Must be able to work outdoors in varying weather conditions and navigate active work sites when necessary. This may include standing, walking, bending, or climbing for extended periods while wearing personal protective equipment (PPE).
- Must be able to work on-call,alternate, andextendedshift schedules when necessary to meet the mission requirements, including weekends and holidays.
