POSITION SUMMARY:
The WIC Center Manager assists with the delivery of WIC services at CCI clinic site to assure the provision of high quality, cost-efficient, culturally sensitive services that comply with all Federal, State, and local agency policies and procedures. Supervises daily operations of the clinic. Provides nutrition counseling, conduct nutrition classes as necessary. Prescribes standard and non-standard food packages when necessary.
KEY FUNCTIONS & RESPONSIBILITIES:
Supervision and Training of Staff
- Provides direct supervision to CPAs, CPPAs, and FOAs.
- Assists in the recruitment, assignment, scheduling, development, and evaluation of staff.
- Conducts regular meetings with staff. Assures that staff expectations are consistent with the goals of CCI-WIC.
- Ensures that all annual performance evaluations are completed by due date.
- Schedules work and performance evaluations in relation to department objectives and established standards.
- Initiates and recommends staffing changes as appropriate, re: promotions, transfers, discipline, termination, performance appraisals and other personnel action in coordination with the WIC Director and Human Resources in accordance with established CCI-WIC policy.
- Discusses and resolves employee relations issues, including grievances, according to established procedure.
- Objectively interprets CCI-WIC policy to staff.
- Applies personnel policies in a consistent, fair and equitable manner.
- Monitors staff performance to ensure compliance with P&P and with training of new personnel.
- Provides assistance in planning and conducting monthly training programs for All Staff Meetings according to annual training/staff development plans.
- Provides assistance in planning and conducting informative meetings for management and staff.
- Assures maintenance of local agency policies and procedures (P&Ps) and keeps updated changes in State and Federal Program P&Ps.
- Ensures that staff timecards are accurate and leave requests are processed in a timely manner.
- Working on-site is an essential duty for the job.
Responsible for daily operation of clinic
- Conducts record reviews and provides reports to the WIC Director to determine the need for further staff training.
- Processes Dual Participation Report in accordance with P&P.
- Processes Participant Sanctions and complaints.
- Performs vendor monitoring activities in compliance with State WIC requirements.
- Participates in committees, as assigned.
- Provides clinic staff coverage as necessary.
- Stays current on regulations and ensures compliance with all State, WIC and Federal requirements.
- Assures that staff accurately obtains and documents anthropometric and lab data.
Performs the certification process as necessary
- Follows state guidelines for issuing infant formulas and other special dietary formulas by obtaining the required documentation for issuing formulas other than the standard contract infant formulas.
- Follows State and agency guidelines for ordering special formulas through the State office.
- Correctly follows State guidelines for identifying all applicable nutrition risk codes by correctly interpreting the growth chart and the hemoglobin value, reviewing the Health History form and Nutrition History screen.
- Prescribes appropriate food packages following State guidelines and the applicant’s dietary/health requirements and personal preference.
- Consistently uses proper procedures to collect accurate information.
- Follows State guidelines when providing nutrition counseling by:
- Targeting the nutrition counseling toward the applicant’s nutritional risk(s) by identifying the most important nutrition risk or risks and focusing on them.
- Covering the participant category-specific topics.
- Providing exit counseling to all postpartum and breastfeeding women.
- Addressing applicant’s questions and/or concerns.
- Providing appropriate nutrition education materials based upon the topics covered in the nutrition counseling session.
- Explaining the contents of the prescribed food package.
- Incorporating WIC foods into the discussion, especially for food groups with low FFQ scores.
- Provides referrals by:
- Following State and agency guidelines for providing referrals for high-risk counseling and breastfeeding counseling.
- Furnishing information about other community resources when appropriate.
- Explains the Rights and Responsibilities of a WIC participant to each applicant.
- Accurately obtains/documents proof of residence, proof of identity, proof of pregnancy and calculates and documents proof of income.
Accurately obtains and documents anthropometric and lab data as necessary
- Utilizes correct method of measuring height.
- Accurately enters heights/lengths and weights data into WOW system.
- Utilizes correct method of measuring hemoglobin.
Information technology savvy
- Performs computer record file maintenance and updates in a timely manner.
- Accurately performs daily data entry and eWIC benefits issuance.
- Makes appointments and transfers according to established policies.
- Properly maintains computer, printers and other office equipment.
- Takes a proactive approach to resolving computer problems by reporting problems to appropriate State employees.
Informs participants about the WIC program
- Always able to handle simultaneous duties, and answer phones, in a professional manner.
- Assures that staff provides correct information on WIC foods and vendors.
- Assures that staff provides complete information on the certifying process.
- Assures that staff provides correct information on Rights and Responsibilities.
- Assures that staff provides correct information on Program benefits.
- Assures that staff provides correct information on proper use of eWIC cards.
Efficiently performs necessary clinic duties and conducts nutrition classes
- Prepares for NE/CPU. Participates in NE/CPU activities and conducts group nutrition classes following State and agency guidelines.
- Assures that staff handles incoming calls, referring them to appropriate staff.
- Ensures timely compliance with agency requirements for completing State reports, reviewing time studies, maintaining eWIC card security and separation of duties for issuing eWIC benefits.
- Ensures that clinic certification and recertification goals are met.
- Ensures that an adequate inventory of supplies and materials is maintained and ordered according to agency policies and procedures.
- Assures that staff issues eWIC cards following separation of duties rule.
Aids in the coordination of breastfeeding promotion activities
- Assists in developing and implementing plan to increase the percentage of breastfeeding participants in the CCI-WIC Program.
- Assists in planning and conducting breastfeeding education program providing information consistent with State policies.
- Attends Breastfeeding meetings as necessary.
- Assists in developing the annual Breastfeeding Promotion plan.
- Ensures individual and group counseling for breastfeeding moms are followed according to plan.
- Promotes breastfeeding awareness in the community.
Aids in the coordination of outreach activities
- Provides assistance to the Breastfeeding Services Manager in coordinating, planning and participating in Health Fairs and in other activities to promote the WIC Program goals in the community as outlined in the Community Outreach plan.
- Provides assistance to the WIC Director and Breastfeeding Services Manager in developing and submitting annual Community Outreach plan in a timely manner.
MINIMUM EDUCATION REQUIREMENTS:
- Minimum of Bachelor’s Degree, preferably in Nutrition, Dietetics, Community Nutrition, or other related field, from an accredited college or university.
MINIMUM EXPERIENCE REQUIREMENT:
- Demonstrated experience in working effectively with low-income, multi-cultural populations.
- Work experience in same or related field with evidence of increasing assigned responsibilities, including supervisory and managerial experience involving multidisciplinary WIC, healthcare, social service teams, or related field.
- Demonstrated experience with computer use, including word processing and spreadsheets.
- Great oral and written communication skills.
- Demonstrated capabilities to work effectively with other staff.
- Ability to organize work assignments and set priorities in carrying them out.
