Job Title: Public Assistance Site Inspector (Temporary – Project Based)
Location: Puerto Rico
Position Overview
We are seeking a temporary, full-time employee to join our team for a defined project-based assignment expected to last approximately 8 to 14 weeks (approximately 4–5 months) from the date of hire. This is a direct-hire, non-exempt hourly position tied to project needs.
Compensation for this role is $30.00 per hour. This is an hourly position, and hours are not guaranteed. Work availability will depend on project demands. Overtime, if applicable, will be compensated in accordance with applicable laws and company policy.
This role requires the use of a personal vehicle and personal mobile phone to perform job duties. Mileage reimbursement will be provided in accordance with company policy, standards, and regulations, at the current GSA-approved rate.
This position is open to local candidates residing in Puerto Rico only. Work will take place at various field locations across the island. Because the work is geographically distributed and field-based, regular commuting to our San Juan office is not required. Candidates must be able and willing to travel throughout Puerto Rico as needed to support project activities.
Employment in this position is temporary and project-based. Continuation beyond the defined assignment period is not guaranteed.
Role Summary
The Site Inspector conducts on-site assessments of damaged public infrastructure and eligible nonprofit facilities to verify and document disaster-related damages. Responsibilities include collecting detailed site information, confirming that reported damages are accurate and attributable to the declared event, and ensuring documentation meets applicable program standards.
Personnel in this role develop the Damage Description and Dimensions (DDD) using photographs, measurements, and site sketches or drawings gathered during field visits for inclusion in official project documentation.
The nature of the incident and the applicable category of work determine the type and level of expertise required for each inspection, including when specialized or technical knowledge is necessary. Site Inspectors also support sub-applicants by assisting with the completion of Quarterly Progress Reports as part of ongoing project monitoring and compliance.
Duties and Responsibilities:
- Complete an in-depth, in-person assessment to capture and document all incident-related facility damages in compliance with FEMA requirements.
- Capture detailed dimensions of the damage and develop the Site Inspection Report (SIR).
- Develop the Damage Description and Dimensions (DDD) based on photographs, site sketches or drawings, and measurements taken during site visits for inclusion in the project Worksheet (PW) and enter information into Grants Portal.
- Creates maps, photo markups, and sketches to supplement written reports that the grant management software stores and generates.
- Data entry into database or spreadsheet platforms.
- Track and record work activities accurately and promptly into the DCMC timekeeping system.
- Support sub applicants with the Quarterly Progress Report completion.
Skill and Abilities:
- Must be able to withstand the physical requirements of the position, including site visits in austere locations/rugged terrain, extended periods of sun/heat exposure, and any other physical demands of the position.
- Prior FEMA Public Assistance experience.
- Experience working on commercial and publicly owned facilities, including not but limited to Roads and Bridges, Water and Waste Treatment Facilities, Buildings, Schools, Utilities, Parks, and Beaches.
- Excellent oral and written communication skills. Bilingual capability is a plus.
- Demonstrated experience utilizing FEMA Grant Portal.
- Strong computer/tablet skills and proficiency with MS Suite, specifically Excel, Outlook, Word, and SharePoint.
- Capable of working independently to complete tasks with minimal supervision, while also maintaining effective technical capabilities.
Experience Required:
- Minimum 2 years of demonstrated experience working with FEMA PA or other disaster recovery programs, as a Site Inspector, Policy Advisor, Cost Estimator, FEMA Certified Trainer, Hazard Mitigation Specialist (Sections 404/406) among others.
- or
- Minimum 4 years of demonstrated experience in areas such as Engineering Architecture, Construction or Construction Inspections, Cost Estimating, Environmental Planning, or Historic Preservation
Education Requirements:
- Required - High School equivalency.
- Preferred - Bachelor's degree in a related field (Engineering including Civil, Structural, Electrical, Coastal, or Water Resources, Architecture, Construction or Construction Inspections, Costing, Quality Assurance, Environmental Science or Environmental Planning, Historic Preservation, or Insurance).
