JOB DESCRIPTION: Fiscal Specialist

Classification: Full-time (40 Hours), Exempt

Reports to: Youth Services Director

Work Location: 75% Remote/25% On-Site

This is a full-time permanent position which is responsible for overseeing and managing fiscal records for the Public Behavioral Health System (PBHS) and the Maryland Community Health Resources Commission (CHRC). This individual reports directly to the Youth Services Director. This is a remote-friendly position, with the requirement to report in-person for mandatory trainings, staff meetings, site visits, and other events at the request of the administrative leadership.

Major Duties & Responsibilities:

• Acts as a representative of the Local Behavioral Health Authority to Harford County Government and local stakeholders. Represents the organization with integrity and in a professional manner.

• Processes the agency’s expenditures for service providers to ensure accuracy and sufficiency of supporting documentation and approval to include if applicable W-9 verification.

• Prepares all necessary fiscal documents and reports requested by the Maryland CHRC.

• Sets up vendor accounts and runs monthly reports to ensure fiscal projections are on target.

• Reviews and verifies payment of invoices and ensures payments are charged to the appropriate accounts.

• Assists the Finance Director with year-end closing processes.

• Contributes to the development of the annual CHRC and sub vendor budgets.

• Provides support on CHRC grant programs administered by the agency.

• Process 1099s if applicable.

• Provides outside auditors with assistance; gathers necessary account information and documents to perform annual audit.

• Maintains knowledge of acceptable accounting practices and procedures.

• Conducts regular in-person and virtual fiscal audits.

• Performs other related duties as assigned.

Required Skills/Abilities:

• Knowledge of general financial accounting and cost accounting

• Demonstrates excellent verbal and written communication skills

• Ability to multitask, prioritize, and organize efficiently

• Demonstrates ability to resolve problems

• Proficient with Microsoft Office Suite, Sage 50 or related software.

Education and Experience:

• Minimum requirements for this position include a bachelor’s degree in accounting or finance related field.

• Two years of experience in accounting.

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer.

• Must be able to lift up to 10 pounds at times.

• Must be able to access and navigate each department at the organization’s facilities.

• Willingness to travel to sub vendors in Maryland.
