LOCATION: Wayne County Healthy Communities - Hamtramck, MI 48212


POSITION SUMMARY: The Quality Manager is responsible for leading the development, implementation, and maintenance of the quality improvement (QI) and compliance programs at Wayne County Healthy Communities, a Federally Qualified Health Center (FQHC). This role ensures compliance with HRSA guidelines, UDS reporting requirements, accreditation standards (e.g., Joint Commission, NCQA), and supports continuous improvement in patient care, safety, and satisfaction.


REQUIREMENTS:

Quality Improvement Program Oversight

  • Develop, implement, and monitor the health center’s Quality Improvement Plan.
  • Collaborate with leadership and clinical teams to set annual QI goals aligned with HRSA requirements.
  • Facilitate quality improvement initiatives using data-driven approaches (e.g., PDSA cycles, Lean, Six Sigma).

Clinical Risk Management

  • Develop, implement, and monitor the health center’s Risk Management Plan.
  • Investigate patient complaints, adverse events and support root cause analyses.
  • Recommend corrective actions and follow-up procedures.

Claims Management

  • Preservation of all documentation (e.g., medical & billing records) related to any complaint or event that may lead to a claim
  • Prompt submission of filings & documentation relating to initiation to potential lawsuit.
  • Tracking and trending of claims as part of ongoing risk management and QI activities.

Data Management and Reporting

  • Lead UDS, HEDIS, and other clinical performance reporting.
  • Analyze clinical and operational data to identify trends, gaps, and opportunities for improvement.
  • Present performance metrics to leadership, staff, and board committees.

Regulatory and Accreditation Compliance

  • Ensure compliance with HRSA Operational Site Visit (OSV) standards, HIPAA, OSHA, FTCA and other regulatory bodies.
  • Prepare for and participate in accreditation and compliance audits & maintain documentation.


SKILLS:

  • Strong understanding of clinical quality metrics and regulatory compliance.
  • Proficient in quality improvement methodologies (e.g., PDSA, Lean, Six Sigma).
  • Exceptional analytical, problem-solving, and communication skills.
  • Experience with EHR systems and quality reporting tools.
  • Ability to lead multidisciplinary teams and manage projects effectively.


EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Nursing, Public Health, Healthcare Administration, or related field required. Master’s in Public Health, Health informatics, or related field preferred.
  • 2 years of experience in quality management in a healthcare setting preferred.
  • Experience with HRSA, UDS, PCMH, and other quality benchmarks strongly preferred.

Salary: $65,000 - $95,000 (based on experience and Qualifications)
