Position Summary:

Under the direction of the Program Document Control Manager, the Business Analyst is responsible for providing analytical and technical support for the development and implementation of the Authoritys enterprise-wide Document Control System. The position bridges the Document Control Section, IT, and program offices to ensure that business requirements are clearly defined, documented, and translated into system functionality. The incumbent will assist with the evaluation of system solutions, configuration planning, workflow design, and testing activities that support procurement, deployment, and adoption of the Authoritys enterprise-wide Document Control System.

Key Responsibilities:

  • Identify and document existing business processes and workflows. (As-Is Process)
  • Identify inefficiencies, redundancies, bottlenecks, pain points, and recommended solutions through stakeholder engagement and analysis.
  • Document new business processes to address identified improvements and functional need. (To-Be Process)
  • Conduct interviews to gather customer and stakeholder requirements through workshops, questionnaires, surveys, workflow storyboards, use cases, and scenarios
  • Collaborate with the Document Control Section and IT to define and document detailed business, functional and technical requirements, including permissions, user roles, and access controls.
  • Analyze how proposed changes will affect various stakeholder groups, including employees, customers, and partners.
  • Collaborate with change managers to develop clear communication strategies and training materials that articulate the "why," "what," and "how" of upcoming changes.
  • Document and communicate business and functional requirements and processes to technical teams, ensuring clarity and alignment.
  • Translate requirements into Use Cases for the design, development or configuration, and testing of the identified solution.
  • Perform market research to identify available products; collaborate with IT and business stakeholders to establish evaluation criteria to assess functionality and fit; schedule and participate in system demonstrations and product and vendor evaluations; and document findings and recommendations
  • Assist business users with developing business rules and requirements and develop system functional specifications.
  • Analyze use cases, workflows, and metadata structures to ensure system design meets operational and regulatory needs.
  • Perform ad hoc research and analysis to address issues identified by end users and maintain awareness of technological trends and best practices.
  • Coordinate with the Document Control SME, IT and Technical Systems & Access Coordinator on system configuration and integration of legacy data.
  • Partner with IT the Process & Systems Integration Coordinator to translate business processes into system specifications.
  • Develop test scripts, validation exercises, and lead user acceptance testing (UAT).
  • Provide analytical support for metadata design, classification schemes, and workflow automation.
  • Assist with the development of reporting templates and dashboards to support performance tracking and KPI reporting.
  • Provide orientation and training to end users for modified or newly implemented processes and solutions.
  • Coordinate closely with IT resources to ensure alignment, technical compliance, and data integrity.
  • Establish and maintain effective working relationships and communications with client staff, project consultants, private contractors, employees, and the public.
  • Other duties as assigned.

Minimum Qualifications:

Experience:

    • Experience in a similar role on a minimum of two (2) projects similar in scope and complexity.
    • Experience conducting business process analysis and documenting functional and technical requirements.

Knowledge and Abilities:

  • Ability to translate business needs into technical specifications.
  • Strong analytical, organizational, and written communication skills.
  • Proficiency in process mapping tools such as Microsoft Visio or equivalent.
  • Experience supporting projects involving document management systems or enterprise data solutions.
  • Ability to work collaboratively with technical teams, business users, and consultants.

Consequence of Error/Responsibility for Decisions:

The incumbent is responsible for coordinating Authority staff and consultant activities and for providing services and products associated with project delivery in a timely manner. Errors in responses and decisions could result in project delivery failures, audit findings, loss of credibility, and lawsuits against the state. Poor decisions affect the Authoritys credibility, relationships with others, and inefficient resource use.
Errors in judgment could expose the organization to internal grievances, audit findings, external criticism, and lawsuits. At a minimum, errors could result in erroneous budget allocation and/or projections, leading to inefficient use of public funds and/or a lack of required funds.


Work Environment:

The position is physically located in the Sacramento office, which is climate-controlled and under artificial lighting. Some travel is required throughout California.
