Status: Full-time, Non-Exempt

Water Operator I – Grade 14 Water Operator II - Grade 16

Salary Range: $21.20 – $30.82 per hour Salary Range: $23.13 – $33.44 per hour

Hiring Range: $21.20 – $26.01 per hour Hiring Range: $23.13– $28.29 per hour

Water Operator III – Grade 18

Salary Range: $25.07 - $36.32 per hour

Hiring Range: $25.07 – $30.70 per hour

WATER OPERATOR I

GENERAL PURPOSE

Under the general supervision of the Public Utilities Manager this position performs a variety of semi-skilled duties related to the construction, maintenance, and repair of City water systems.

ESSENTIAL JOB FUNCTIONS

  • Meet performance standards established with the employee's manager;
  • Job attendance is required, except for authorized leave;
  • Perform operation and maintenance programs for the water distribution systems;
  • Perform system monitoring operations for the storage facilities, 5 wells, and distribution system;
  • Maintain customer service programs, assist with meter reading operation, and assist billing department with their functions;
  • Perform in repair and new construction operations, including limited back hoe duties;
  • Maintain water quality monitoring program to meet state regulations and provide safe drinking water to the City, including fluoridation system;
  • Maintain 24-hour emergency call on a rotating basis;
  • Other duties as assigned.

MINIMUM QUALIFICATONS

  1. Education and Experience:
  • High school diploma or equivalent; plus two (2) years' experience as an equipment operator performing similar duties, or an equivalent combination of education and experience.
  1. Special Qualifications:
  • Ability to obtain Grade I Operator Certification in Water Distribution.
  • Must possess and maintain a valid Utah Commercial Driver's License, Class B with a tanker endorsement or ability to obtain within six (6) months. This position will be subject to the random drug testing policy and periodic driver's license verifications.
  • Must possess a home telephone for emergency and standby call-outs.
  • Must live within 20 miles of the Midvale Public Works Facility.
  • ATSSA Flagger Certification
  • First Aid/CPR Training
  • Confined Space Training
  • Trench Shoring Training
  • Snow Plow Training (Required within 12 months)
  1. Knowledge, Skills and Abilities:
  • Considerable knowledge of operating basic manual and power hand tools;
  • Considerable knowledge of hazards and safety precautions associated with construction of water lines;
  • Working knowledge of the operation of a variety of light and heavy equipment such as rollers, backhoes, salting trucks, snowplows, vactors, etc.
  • Ability to follow simple instructions;
  • Ability to perform strenuous manual labor, ability to tolerate weather extremes in work environment;
  • Ability to communicate effectively verbally and in writing; ability to work effectively with fellow employees and the public.

WATER OPERATOR III

GENERAL PURPOSE

Performs a variety of skilled, journeyman level duties related to the construction, maintenance, and repair of City water systems and other City facilities.

ESSENTIAL JOB FUNCTIONS

  • Meet performance standards established with the employee's manager;
  • Job attendance is required, except for authorized leave;
  • Maintain operation and maintenance programs for the City's water distribution systems;
  • Plan and perform new construction and repair operations;
  • Perform and coordinate monitoring of water distribution, fluoride, and sewage collection systems;
  • Perform City's cross connection control program to meet State regulations;
  • Maintain an inventory and adequate supply of materials, tools, and equipment;
  • Maintain 24-hour emergency call on a rotating basis a minimum of 10 times per year;
  • Performs leadership role in backup to the foreman;
  • Other duties as assigned.

MINIMUM QUALIFICATONS

  1. Education and Experience:
  • High school diploma or equivalent; plus four (4) years' experience as an equipment operator, or an equivalent combination of education and experience. Three years as Operator II or equivalent experience. Three years as Operator II or equivalent experience.
  1. Special Qualifications:
  • Must possess Grade IV Public Water Distribution Certification.
  • Must possess Class II Backflow Technician Certification

  • Thorough knowledge of operating basic manual and power hand tools;
  • Thorough knowledge of hazards and safety precautions associated with construction of sewer and water lines; thorough knowledge of the operation of a variety of light and heavy equipment such as five-ton dump, power sweeper, backhoes, arch and acetylene welders, vactor truck, roller, jack hammer, pipe cutting and various hand tools, salting trucks, snowplows, etc.;
  • Some knowledge of basic principles of supervision;
  • Advanced skills in the use and operation of various maintenance equipment and tools;
  • Ability to follow complex instructions;
  • Ability to read and understand blue prints, ability to tolerate weather extremes in work environment;
  • Ability to communicate effectively verbally and in writing;
  • Ability to work effectively with fellow employees and the public.
  1. Working Conditions: Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. While performing the duties of this job, the employee must occasionally bend, lift and/or move up to 25 pounds. Talking, hearing, and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking, and creative problem solving. Periodic local travel is required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
