Role Overview
The Assistant Engineer I – Civil is an entry-level professional engineering position that supports the planning, design, construction, and implementation of public infrastructure and water utility projects. Under direct supervision, the role focuses on applying foundational civil engineering principles to real-world projects while developing technical, analytical, and project management skills. The position typically supports construction-phase activities, consultant coordination, regulatory compliance, and engineering documentation, with increasing responsibility as experience is gained.
Key Responsibilities
- Support civil engineering and project management activities for water and infrastructure projects, including treatment plant and residuals management projects.
- Assist with review and coordination of contractor Requests for Information (RFIs) and submittals, including liaison with the Engineer of Record.
- Perform field verification, inspections, and data collection for system components and construction activities.
- Support construction administration tasks such as:

- Change order review and merit analysis
- Permit tracking and regulatory compliance
- Review of consultant invoices, progress reports, and deliverables.
- Prepare engineering documentation, presentations, meeting agendas, notes, and action items.
- Review plans, drawings, and specifications for compliance with codes, standards, and District requirements.
- Provide technical and administrative support across planning, design, and construction phases of engineering projects.
Required Experience
Required:
- No prior professional engineering experience required (entry-level classification)
OR - Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of related paraprofessional engineering experience
Preferred:
- Exposure to construction engineering or public works projects
- Experience with engineering consultants, contractors, or regulatory agencies
- Internship, co-op, or temporary assignment involving:

- Construction support
- Engineering documentation
- Field inspections or data collection
- Familiarity with public agency project delivery or water/wastewater infrastructure projects.

- Ability to read, interpret, and assist with engineering drawings, plans, and specifications

Education / Certifications
- Bachelor's degree from an accredited four-year college or university with major coursework in:

- Civil Engineering, or
- A closely related engineering discipline
- OR
- California Engineer-in-Training (EIT) Certificate with qualifying paraprofessional
