Nature of Work: The MBE/DBE Compliance Officer is responsible for the establishment, performance, management, and conducting of business outreach efforts on behalf of the MDTA's Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE) programs within the Division of Civil Rights and Fair Practices (CRFP). The position monitors contracts to ensure compliance in accordance with federal and state laws, Maryland Department of Transportation (MDOT) policies, regulations, practices, and procedures, and Board of Public Works (BPW) Advisories.
The duties for this position include, but are not limited to, the following:
- Serves as an advocate for business programs for alternative transportation needs in the agency industry work areas;
- Acts as a liaison among a variety of agencies working cooperatively to promote the business programs;
- Develops strategies, marketing, and outreach to promote agency contracts and participation in support of the business programs;
- Provides procurement reporting of all business programs;
- Analyzes DBE, MBE, SBR, and VSBE participation opportunities on agency contracts;
- Develops quality control, assurance policies, and implements quality control procedures;
- Conducts studies on the DBE/MBE/VSBE utilization;
- Guides training and educates the prime contractors/consultants and the business owners about the products and services of the DBE/MBE/SBR Program;
- Inspects records of the MDTA project managers, prime contractors, and DBE/MBE/VSBE firms for any suspicious activities;
- Reviews all aspects of compliance and the findings of investigative results to verify they are supported and justified; and
- Conducts closeout compliance checks regarding the prime contractor meeting all of the DBE/MBE/VSBE requirements.
Employees in this classification will receive direct supervision from the Civil Rights Program Manager. The current vacancy exists in Baltimore, Maryland. Hybrid telework schedules may be available for this position.

MINIMUM QUALIFICAITONS
Education: A bachelor's degree from an accredited college or university.
Experience: Four years of experience in administering an equal employment opportunity or equal access compliance program; or ensuring adherence to fair practice standards; or evaluating a business or public entity for compliance with federal, state, or municipal laws and regulations.
The ideal candidate will possess:
- Experience monitoring compliance with small minority business requirements related to disadvantaged and minority businesses
- Experience reviewing procedures to ensure compliance, performing audits, resolving contract issues, and preparing written reports
- Excellent verbal and written communication skills
- Proficiency in Microsoft Office platforms

Notes:
1.Additional experience directly related to a protected group and their problems in the areas of compliance with civil rights statutes or community and human relations; or monitoring contracts and investigating regulated activities to ensure compliance may be substituted on a year-for-year basis for the required four-year degree.
2. Thirty graduate credit hours from an accredited college or university may be substituted for one year of the required experience.
Licenses & Certifications
Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees must possess and maintain a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
