Role Overview
Western Weather Group is seeking an HR Manager to establish internal HR functions. The HR Manager plays a critical role in supporting the organization’s people strategy by managing a broad range of functions. This position is responsible for recruiting and hiring, payroll administration, employee training and development, job description creation, compensation and job leveling, performance management, policy development, related vendor management, and ensuring compliance with current employment laws. The ideal candidate is proactive, detail-oriented, highly organized, and capable of balancing strategic initiatives with day-to-day HR operations.
This role will be on-site at our Chico office.
Responsibilities
Recruiting and Hiring
· Manage full-cycle recruiting, including sourcing, screening, interviewing, and coordinating hiring decisions.
· Develop and maintain job descriptions, postings, and recruitment strategies.
· Partner with hiring managers to define position requirements and candidate profiles.
· Facilitate onboarding processes to ensure a smooth transition for new hires, including coordinating internal and external introductory meetings, and ensuring all new hires feel welcome.
Payroll Administration
· Process and manage payroll accurately and on time.
· Maintain payroll records and ensure compliance with federal, state, and local regulations.
· Coordinate with finance and external payroll providers as needed.
· Address payroll-related inquiries and resolve discrepancies.
· Benefits enrollment and ongoing administration for medical, dental, vision, life, disability, and retirement plans.
Policy Development and Compliance
· Review and improve employee handbook policies and procedures.
· Ensure alignment with company culture and legal requirements.
· Stay current on federal, state, and local employment laws.
· Advise leadership on compliance matters and risk mitigation.
· Support audits and reporting requirements as needed.
Compensation Management
· Support the creation and maintenance of pay scales and compensation structures.
· Conduct compensation benchmarking and market analysis.
· Ensure internal equity amongst employees.
Performance Management and Employee Relations
· Guide managers in navigating performance issues and corrective action processes.
· Support performance review cycles and documentation standards.
· Provide coaching to managers on employee engagement and conflict resolution.
· Manage employee engagement surveys and internal communications.
Qualifications
· Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).
· 3–5 years of progressive HR experience.
· Strong knowledge of employment law and HR best practices.
· Experience with payroll systems and HRIS platforms.
· HR certification (PHR, SHRM-CP, or similar) preferred.
