Position Overview
The SC Department of Environmental Services is seeking an experienced Business Analyst - Advanced to support a critical application migration project. Following Act 60 of 2023, we are migrating 100+ applications from the legacy DHEC environment to the new SCDES environment, serving over 1,200 employees. This contract position is based in Columbia, SC (301 Gervais St, 29201) with a hybrid schedule of 3 days remote and 2 days onsite. U.S. Citizen or Green Card holder only. Candidates must be current South Carolina residents.
What You'll Do
You will serve as the bridge between business and technical teams during this major system migration. Your primary responsibilities include facilitating program area analysis, leading stakeholder meetings to gather requirements and configuration artifacts, and developing migration roadmaps. You'll create and execute comprehensive test plans, provide training to users, and ensure optimal user experience throughout the migration process. Additionally, you'll analyze existing processes to identify efficiency opportunities, serve as a technical subject matter expert, and review migration-related work for accuracy and completeness.
Required Qualifications
We need someone with 5+ years of government IT experience as a business analyst, plus 5+ years of experience documenting business rules, processes, and requirements. You should have hands-on SDLC experience and familiarity with SQL databases. Strong communication skills are essential, as you'll work across executive, project, and technical teams. A bachelor's degree in computer science or related field is required, though equivalent experience may substitute on a year-for-year basis. IIBA certifications (CBAP, CCBA) or PMI-PBA certification are highly valued. Experience with JIRA, Microsoft Office, and mainframe systems is a plus.
Preferred Qualifications We're looking for self-starters who can learn new technologies quickly and have experience leading technical teams and special projects.
