Job Description

The Transportation Compliance Officer (TCO) is responsible for ensuring that waste hauling vehicles comply with the Truck Routing Policy and with the PADEP Solid Waste Regulations. The area of responsibility will include the entire length of the designated haul routes and at the landfill facility.

  • Ensure Hauler Compliance with the Truck Routing Policy, School Bus Policy and “Rules of the Road”.
  • Enforce Truck Overweight Policy and penalty assessments.
  • Act as the landfill contact with the local school districts that have bus routes along the designated haul routes. This includes working with the school bus companies that are contracted to provide the bus service and monitoring the school buses with the hauling vehicles on the haul routes.
  • Act as the Landfill Representative during Trash Net activities conducted by PADEP and law enforcement.
  • Act as the Landfill Representative when fielding complaint calls from the public on transportation related complaints. Take the necessary action by doing an investigation and resolving the complaint and complete a record of the action taken.
  • Act as the Landfill Representative with the local municipalities on transportation issues and attend any and all meetings when necessary. Provide Broad Top Township with a monthly report of TCO activities including haul routes covered, inspections, violations, etc.
  • Perform waste vehicle inspections, similar to PADEP and DOT Trashnet, to assess safety and compliance of waste hauling vehicles, equipment and drivers.
  • Assist weighmaster staff in maintaining records of PADEP Act 90 Authorizations and in those situations when needed.
  • Attend meetings in a public forum with the above noted groups to maintain a positive working relationship.
  • Conduct route inspections for evidence of litter along Landfill Road. Take the necessary corrective action to reduce this issue and pick litter as needed along Landfill Road.
  • TCO must be familiar with job responsibilities and able to perform without immediate supervision in the field.
  • TCO works with Landfill Management to advise and assist customers and haulers in achieving compliance with PADEP and DOT regulations.
  • In all aspects, perform the duties outlined in a safe and courteous manner, demonstrating the landfill’s goals of being a responsible neighbor in the community.
  • Due to changes in PADEP regulations or other mandates, the role of TCO may grow to include other policies and programs instituted by the landfill.
  • Conduct waste vehicle radiation monitoring and compliance checks. Perform required waste vehicle inspections and complete the required PADEP paperwork for any radiation loads.
  • Assist the Landfill Site Manager in daily operations when the need is necessary for the overall compliance of the landfill.
