Marion County Health and Human Services (MCHHS) Department is in search of two experienced clerical professionals to join our team as an Office Specialist 3 within our new Centralized Scheduling team, starting with Behavioral Health youth and adult programs.
This position is designed to support our Qualified Mental Health Associates (QMHA's) in our intake teams, MCHHS programs, community partners, and individuals and families seeking services in our community. The ideal candidate will have an aptitude for high level technical clerical functions including data entry and scheduling in an electronic health record (EHR) system, record keeping, excellent communication skills in a customer-focused working environment. This position will assist in the creation of workflows in our new EHR Dr. Cloud for Centralized Scheduling and will serve as support for collecting data and scheduling individuals with the intake teams, over the phone, via email and responding to fax and physical paper referrals that may be dropped off.  Typical Duties - Duties include, but are not limited to the following

<li>Reschedule appointments from sick calls or other rescheduled appointments off further out appointments attempting to fill vacated appointments of priority list and get individuals into services as quickly as possible.</li>
<li>Provides exceptional customer service, organizational skills and demonstrates the ability to work in a fast-paced team environment.</li>
<li>Maintain client confidentiality per HIPAA policies, procedures, rules, and guidelines at all times.</li>
<li>Answers and directs telephone lines in a courteous/timely and professional manner.</li>
<li> Provides clients with MCHHS resources, general information, location and directions and answers questions. Referring any medical/clinical questions to the appropriate MCHHS professional(s).</li>
<li>Obtain client information in accordance with procedural guidelines. </li>
<li>Complete data entry.</li>

<li>Responsible for scheduling centralized intake team(s) across MCHHS including any new programs added withing the organization.</li>

<li>Makes data entries into medical records and/or computer system, as appropriate.</li>
<li>Verify all incoming client address, phone number, contact information, etc. are correct.</li>
<li>Maintains accurate filing systems.</li>
<li>Answers questions from customers and staff.</li>
<li>Assists clients in filling out forms correctly and answering questions regarding the forms.</li>
<li>Uses the following systems and software, TWIST, DrCloud, Teller, CIMS, Word, Excel, Power Point.</li>

<li>Transfers clients in and out of the Oregon WIC program</li>
<li>Encourages breastfeeding through support and referrals to IBCLC or WIC certifier.</li>
<li>Utilizes “Oregon WIC Listens” skills when providing service to WIC clients.</li>
<li>Contacts clients to reschedule missed appointments and to remind them when vouchers are ready.</li>
<li>Reviews monthly program minutes for service area information.</li>

Our Youth &amp; Family Services program in Salem is hiring a mental health therapist to join our team.  The prospective candidate will be working in both our Children's Outpatient Program and our Wraparound Program, providing individual and family therapy, conducting mental health assessments, Wraparound eligibilities, case management, and clinical consultations.

MENTAL HEALTH SPECIALIST 1 DESCRIPTION: GENERAL STATEMENT OF DUTIES Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with individuals and their families; facilitates counseling and/or skills training groups; performs related duties as required.  Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community. SUPERVISION RECEIVED Works under supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness. MENTAL HEALTH SPECIALIST 2 DESCRIPTION: GENERAL STATEMENT OF DUTIES Provides independent functional assessment and treatment of individuals; provides crisis intervention services; assists in the development and implementation of behavioral health services to the community, including treatment groups; performs related duties as required. Primary responsibility of this class is to provide crisis intervention, case management, and treatment services, including intensive services, to individuals and their families and/or to develop and implement specific services in the community. SUPERVISION RECEIVED Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness. SUPERVISION EXERCISED Primary supervision of other employees is not a responsibility of positions in this classification. May act as a Clinical Supervisor designee when needed.  May assist in the supervision of practicum students and/or volunteers.
 Typical Duties - Duties include, but are not limited to the following

<li>Provides Mental Health Assessments and Child &amp; Adolescent Needs &amp; Strengths (CANS) screenings for children entering protective custody. Provides annual CANS screenings for children in protective custody.</li>
<li>Provides individual, family and group therapy services. Completes intake mental health assessments, including screening for alcohol and drug issues. Completes and updates an individual service plan.  Obtains and maintains competence in all screening and assessment tools required by the county.  Provides case management and outreach services to clients.  Assists clients and families with developing skills to access community supports/resources and to advocate for themselves.  Assists with making referrals for services.</li>
<li>Provides level of care determinations and eligibility reviews for youth being referred to the Wraparound Program.  Presents cases at the System of Care Review Committee, which include eligibility recommendations.</li>
<li>Participates in individual service plan development in collaboration with the treatment team and other community providers.  Ensures the collaborative development, periodic review and revision of an individual service plan.  Provides service coordination to assist families in accessing formal and informal supports and services; facilitating communication between the family, natural supports, community resources, and involved child-serving providers and agencies; participates in team meetings at which strengths and needs are identified and safety planning occurs; and provides for continuity of care by creating linkages to, and managing transitions between levels of care, and transitions of older youth to the adult service system.</li>
<li>Completes required documentation and documents services to meet contract, administrative rule, and billing requirements and maintains acceptable level of productivity for these requirements. Expectation is that employee will strive for 60% of work hours on average to be billable hours with a minimum of 50% billable hours on average each month.</li>
<li>Provides consultation, training, &amp; orientation regarding mental health and co-occurring disorders treatment to team members, student interns, and other professionals.</li>
<li>Develops a proactive safety/crisis plan; ensures intervention to meet safety needs of children.</li>
<li>Attends treatment reviews and discharge planning staffings at hospitals, residential centers and day treatment programs to develop discharge/transition plans for the return of the child to the community.</li>
<li>Performs other duties as assigned by the supervisor.</li>

Response Level 2:  In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Mental Health Specialist 1 Minimum Qualifications:

<li>Possession of a graduate degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.</li>

Additional requirement for Mental Health Specialist 2 level:

<li>In addition to the educational requirements above, the Mental Health Specialist 2 must have at least one year of full-time, post-graduate degree experience in the behavioral health field.</li>

SPECIAL REQUIREMENTS

<li>Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment.
