About the Opportunity:
Seaward Services seeks an experienced Captain to take the helm on one of our new Crew Transfer Vessels (CTV), which will service wind turbines off the Mid-Atlantic coast. Your primary area of operation will be the waters in and around PA, DE, DC, MD, VA, NC, where you will transport crew, equipment, and cargo to turbines throughout the wind farm.
Essential Duties &amp; Responsibilities:
<ul>
<li>Safely operate vessel in accordance with all United States Coast Guard (USCG) regulations, COLREGs, FCC, Class Society, internal Seaward guidelines and other pertinent regulatory agencies.</li>
<li>Provide the highest standards of operation , remaining fully aware of multiple issues such as wake generation and mitigation, vessel traffic, sea conditions, visibility and other environmental factors.</li>
<li>Command vessel in a manner appropriate to vessel characteristics and in response to weather and sea conditions, ensuring safe and efficient operations while working in a demanding offshore wind environment.</li>
<li>Maintain vessel integrity to support safety and a consistent state of operational readiness.</li>
<li>Perform all required pre-departure and disembarkation duties as outlined by company policy.</li>
<li>Perform all vessel underway duties as outlined by company policy.</li>
<li>Update and maintain all required navigational charts and electronic charts for service routes.</li>
<li>Execute safe mooring of the vessel in accordance with safety guidelines and requirements and in appropriate response to weather, visibility, and current conditions</li>
<li>Support onboard training in an offshore wind environment; including personnel transfer, heavy traffic navigation, STS bunker operations, rigging at sea, and various other offshore wind farm related elements.</li>
<li>Be available for a 2-week rotational schedule which requires eating, sleeping and living onboard the vessel</li>
<li>Operate in a manner that safely satisfies contractual and client requirements and needs.</li>
<li>Compile, review and maintain all vessel logs, reports and forms as required by law and company policy.</li>
<li>Ensure compliance with vessels ISO certification. Ensure the program is functioning, internal/external audits are conducted and the QMS is followed.</li>
<li>Maintain and update Operations Manual and SMS documents in consultation with Operations Manager or Senior Project Manager.</li>
<li>Serve as onboard Risk Manager and take corrective actions per company policy and as critical situations require.</li>
<li>Ensure the vessel has adequate stores, provisions, and required spare parts to support extended offshore operations.</li>
<li>Maintain consistent communication between onboard personnel and ashore management.</li>
<li>Ensure all crew has access to HR and the DPA.</li>
<li>Cultivate and manage a harassment-free, inclusive work environment.</li>
<li>Demonstrate professionalism and promote safety through example to junior level crew.</li>
<li>Ensure that all crew and non-crew onboard have received safety training in accordance with USCG requirements and contractual obligations.</li>
<li>Conduct drills with marine and non-marine crew as mandated by company policy and regulations.</li>
<li>Conduct safety audits both as mandated by company policy and as circumstances require. Supervise the implementation of corrective actions provided from any safety audits.</li>
<li>Ensure all operations comply with the Safety Management System and all class required SMS audits.</li>
<li>Ensure the vessel operates with a positive safety culture.</li>
<li>Schedule mariners when necessary to ensure that proper manning levels are maintained and that pertinent laws, regulations and guidelines are followed e.g. proper credentialing, licensing, etc.</li>
<li>Ensure compliance with STCW work / rest hours.</li>
<li>Guarantee that performance and behavior of Officers and crew meet legal and professional requirements.</li>
<li>Provide discipline for infractions of policy by crewmembers in consultation with the Operations Manager or Project Manager.</li>

Typical Duties - Duties include, but are not limited to the following
Counseling to Crisis Clients: Provide counseling by telephone or in-person to individuals and/or their families or concerned others. Intervene with both children and adults. Presenting problems covering the full range of personal needs and include thoughts/plans or violence toward others, and major psychiatric illness. Because of the wide spectrum of presenting problems, it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. This work is done at two different locations each day (at the Salem Hospital Emergency Dept. and at PCC), so driving is required.
Assessment of Mental Status: Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization.
Planning Development: Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.
Community Coordination: Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.

<li>Advocacy for Client's Rights: Provide advocacy for client rights, ethical consideration, needs for service and least restrictive care-intervention.</li>

Requirements for the Position
EXPERIENCE AND TRAINING
<li>Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.</li>
<li>Crisis Clinician 2 Only: In addition to the educational requirements above, the Crisis Clinician 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field.</li>
PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.
AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION Individuals hired as a Crisis Clinician 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Crisis Clinician 2 upon satisfactorily completing one-year, post master's degree, of service as a Crisis Clinician 1. (One-year of work experience is equal to 2080 hours)

Supervision of others is not a responsibility of positions in this classification. Mental Health Therapist 2 may act as Clinical Supervisor designee when needed. May assist in the supervision of practicum students and/or volunteers.
Typical Duties - Duties include, but are not limited to the following
<ul>
<li>Provides Mental Health Assessments and Child &amp; Adolescent Needs &amp; Strengths (CANS) screenings for children entering protective custody. Provides annual CANS screenings for children in protective custody.</li>
<li>Provides individual, family and group therapy services. Completes intake mental health assessments, including screening for alcohol and drug issues. Completes and updates an individual service plan. Obtains and maintains competence in all screening and assessment tools required by the county. Provides case management and outreach services to clients. Assists clients and families with developing skills to access community supports/resources and to advocate for themselves. Assists with making referrals for services.</li>
<li>Provides level of care determinations and eligibility reviews for youth being referred to the Wraparound Program. Presents cases at the System of Care Review Committee, which include eligibility recommendations.</li>
<li>Participates in individual service plan development in collaboration with the treatment team and other community providers. Ensures the collaborative development, periodic review and revision of an individual service plan. Provides service coordination to assist families in accessing formal and informal supports and services; facilitating communication between the family, natural supports, community resources, and involved child-serving providers and agencies; participates in team meetings at which strengths and needs are identified and safety planning occurs; and provides for continuity of care by creating linkages to, and managing transitions between levels of care, and transitions of older youth to the adult service system.</li>
<li>Completes required documentation and documents services to meet contract, administrative rule, and billing requirements and maintains acceptable level of productivity for these requirements. Expectation is that employee will strive for 60% of work hours on average to be billable hours with a minimum of 50% billable hours on average each month.</li>
<li>Provides consultation, training, &amp; orientation regarding mental health and co-occurring disorders treatment to team members, student interns, and other professionals.</li>
<li>Develops a proactive safety/crisis plan; ensures intervention to meet safety needs of children.</li>
<li>Attends treatment reviews and discharge planning staffings at hospitals, residential centers and day treatment programs to develop discharge/transition plans for the return of the child to the community.</li>
<li>Performs other duties as assigned by the supervisor.</li>
</ul>
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
<li>Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.</li>
<li>Mental Health Therapist 2 Only: In addition to the educational requirements above, the Mental Health Therapist 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field.</li>
PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.
AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION Individuals hired as a Mental Health Specialist 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Mental Health Specialist 2 upon satisfactorily completing one-year, post master's degree, of service as a Mental Health Specialist 1. (One-year of work experience is equal to 2080 hours).
SPECIAL REQUIREMENTS

<li>Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.</li>
<li>Must possess, or obtain within 60 days of hire, CANS certification (05 &amp; 6-20).</li>
