Planning Development: Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.
Community Coordination: Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.

Assists with making referrals for services.</li>
<li>Provides level of care determinations and eligibility reviews for youth being referred to the Wraparound Program. Presents cases at the System of Care Review Committee, which include eligibility recommendations.</li>
<li>Participates in individual service plan development in collaboration with the treatment team and other community providers. Ensures the collaborative development, periodic review and revision of an individual service plan. Provides service coordination to assist families in accessing formal and informal supports and services; facilitating communication between the family, natural supports, community resources, and involved child-serving providers and agencies; participates in team meetings at which strengths and needs are identified and safety planning occurs; and provides for continuity of care by creating linkages to, and managing transitions between levels of care, and transitions of older youth to the adult service system.</li>
<li>Completes required documentation and documents services to meet contract, administrative rule, and billing requirements and maintains acceptable level of productivity for these requirements. Expectation is that employee will strive for 60% of work hours on average to be billable hours with a minimum of 50% billable hours on average each month.</li>
<li>Provides consultation, training, &amp; orientation regarding mental health and co-occurring disorders treatment to team members, student interns, and other professionals.</li>
<li>Develops a proactive safety/crisis plan; ensures intervention to meet safety needs of children.</li>
<li>Attends treatment reviews and discharge planning staffings at hospitals, residential centers and day treatment programs to develop discharge/transition plans for the return of the child to the community.</li>

Responsibilities include supervision of other clinical supervisory staff, program staff as well as financial and operational performance of the service or program.
SUPERVISION RECEIVED Works under the general supervision of a health program manager or program supervisor who assigns and oversees work, establishes goals and reviews results obtained for overall effectiveness and for meeting department and county objectives.
SUPERVISION EXERCISED Exercises full supervision for clinical supervisory, professional, technical and support staff. May also supervise interns and volunteers.
Typical Duties - Duties include, but are not limited to the following
<ul>
<li>Provides clinical consultation to staff through case staffing and observation of clinical work. Provides feedback to staff for professional development. Provides personnel and performance management, including staff recruitment and hiring; new employee orientation; and ongoing training. Provides performance evaluations and initiates progressive discipline.</li>
<li>Responsible for direct services including: monitoring customer service delivery and work processes; ensures compliance with payer requirements; monitors staff workload and productivity; develops/implements policies and procedures; addresses quality improvement needs; conducts staff time studies and sets work parameters. Provides input on program development. May provide direct services, on call by telephone, and backup support.</li>
<li>Provides administrative support to service area; monitors and approves leave time; initiates personnel actions, purchasing; addresses risk management/employee safety; implements county and department policy. Ensures that any communication from their service area, representing the Health Department, is of a professional nature.</li>
<li>Participates fully as a member of the Marion County Health and Human Services leadership team and the Adult Behavioral Health Supervisor team as a supportive, reliable, positive, collaborative, and professional team member. Provides for team development: how team members work together, conflict resolution; and delegation of hand-offs. Resolves personnel conflicts in an effective and helpful manner. Effectively manages change by acting s as a "lead change agent" with teams. Maintains a positive attitude with leadership that conveys a clear direction of services, involving staff input and inspiring confidence and trust.</li>
<li>Assists in communication and coordinating services with other agencies; acts as Health Department representative on interagency committees; provides liaison with state agencies; develops partnerships; coordinates services across agencies and markets services.</li>
<li>Tracks client service data, including fidelity measures, utilization, client satisfaction, and outcomes. Identifies service gaps. Documents servcies to meet OARs, CCO, and Health Department requirements. Assists in monitoring contract/grants performance to assure compliance with requirements including developing service report and proposals.</li>
<li>Performs other job duties as assigned by your supervisor. </li>
</ul>
Response Level 1: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training. 
Requirements for the Position
EXPERIENCE AND TRAINING
<li>Bachelor's degree in a specific, professional health field related to the position and five years of responsible, professional experience in the field related to the position; OR</li>
<li>Master's degree in a specific, professional health field related to the position and three years of responsible, professional experience in the field related to the position; AND</li>
<li>Two years of supervisory experience; OR</li>
<li>Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.</li>
SPECIAL REQUIREMENTS
<ul>
<li>Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.</li>
<li>The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.</li>
<li>Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. <li>Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal vehicle.</li>

KNOWLEDGE, SKILLS, AND ABILITIES Working knowledge of principles and practices of individual and group counseling; case management methodology; behavioral modification; analysis and assessment; evidence-based practices and implementation of interventions of treatment and protocols; principles of clinical ethics, confidentiality and privacy; community resources and referral services; techniques in clinical supervision; and service monitoring practices. Principles in related health services; State of Oregon Administrative Rules related to specialized health service area(s); public health administration; health integration practices; supervision and performance management.
Skills to apply service and treatment theories related to specific behavioral/mental health field(s) within various levels of skill, difficulty and complexity; diagnose, evaluate and implement treatment plans and monitor client progress toward established goals; analyze, evaluate and treat social, psychological, and physical factors affecting clients and their families; negotiate, compromise, facilitate, problem solve and provide conflict resolution; coach, mentor and train individuals and teams; develop and implement policies and procedures; effectively communicate both orally and in writing.
Ability to perform independently in a fast paced, team based environment; lead and supervise other clinical supervisors and lead staff; interpret and apply pertinent provisions of Federal, State and County statues, rules and regulations related to the program services overseen; oversee service planning, coordination, utilization of resources, promote intended goals and outcomes; support continuous quality improvement efforts; establish and maintain effective working relationships with employees countywide, clients, government agencies, community groups/partners, and the public. 
PHYSICAL REQUIREMENTS Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts, pushes, pulls and carries items weighing up to 10 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12-pt. font; hears a normal level of speech; on rare occasion will work in uneven areas.
