Under the direction of the Associate Director of Housing &amp; Support Services, the ICMS Program Manager will provide strong leadership to ensure CRCD operates a safe and secure system of housing that is outcome and performance driven and that staff are focused on maintaining long-term housing stability for clients. The ICMS Program Manager position is responsible for maintaining the highest quality services and efficiency of operations, coordination with the County Department of Health Services(DHS).
The ICMS Program Manager will be responsible for managing all Support Services coordinators, overseeing daily functions for Scatter Site program/Project Base Sites and provide training and leadership development to staff. The ICMS Program Manager will provide supervision and support to staff and coordinate/facilitate program collaboration amongst partner agency, public agencies, property management, and other key partners. The ICMS Program Manager will also organize and manage internal program operations, included but not limited to monitoring daily functioning of operations including attendance review and payroll records.
 
ESSENTIAL DUTIES &amp; RESPONSIBILITIES
<ul>
<li>Ensure all clients paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through on-going audits of electronic data bases and chart reviews.</li>
<li>Ensure housing performance standards of partners and funders are achieved including a minimum of 90% housing retention rate.</li>
<li>In collaboration with DHS Nurse, review all discharge summaries from recently hospitalized clients to ensure appropriate medical follow-up and coordination of medical care.</li>
<li>Provide individual and team supervision, support, and performance evaluations for assigned staff.</li>
<li>Ensure that direct reports provide an ongoing schedule of groups, activities, and outings designed to stabilize and improve quality of life for clients.</li>
<li>In coordination with the Associate Director of Supportive Housing, provide budgetary oversight of program administration and ensure program revenue and expenses are within the adopted annual budget.</li>
<li>Ensure adherence to funding source contracts and performance standards; prepare written reports on program activities as assigned and as required by funding sources.</li>

Qualifications for a Client Services Manager:

Financial Planner
 
35 hours per week / $25.00 - $26.00 per hour

Summary: Under direct supervision of the program manager, assist assigned program participants in obtaining financial services and in managing their financial resources based on the psychosocial rehabilitation model of treatment and services.
 
Essential Duties and Responsibilities: This is not an exhaustive task list, and other duties may be assigned as deemed appropriate or necessary by the supervisor or program director. <li>Work closely and cooperatively with program manager, Accounting, assigned program participants and their Personal Service Coordinators, to develop and administer a money management budget/program that identifies and plans for member’s individual financial needs and goals. </li>
<li>Provide active oversight for various program features such as interim funding and member loans. </li>
<li>Work actively to troubleshoot and resolve questions and issues when member financial changes occur</li>
<li>Consult and cooperate closely with Accounting to communicate the full range of information necessary for the bookkeeper to manage and maintain all program participant accounts in an accurate and timely manner</li>
<li>Provide a full range of representative payee services for members who request it, or for whom it is requested by the case management team or required by an outside funding agency such as Social Security</li>
<li>Provide money management skills training to members. </li>
<li>As appropriate, actively assist money management participants in moving through the established program steps and toward graduation from the program. </li>
<li>Upon graduation research, solicit, and coordinate banking or check cashing services for members with a local bank or local check cashing firm</li>
<li>Work closely and cooperatively with the supervisor, bookkeeper, accounting team and PSCs to function as the site’s liaison to the Social Security office. </li>
<li>Work as a liaison to coordinate and support members reaching their financial goals by taking into account SSI’s rules, case management team desires, and accounting requirements</li>
<li>Work cooperatively with co-workers/other team members to help assure smooth and seamless delivery of comprehensive services to program participants. </li>
<li>Participate in staff and community meetings, and in the day-to-day operations of the program as needed. </li>
<li>Participate actively in the site’s training efforts as they relate to money management</li>
<li>Maintain financial charts in compliance with Social Security Audits and provide Payee Reports as needed</li>
<li>Advocate and help resolve monetary disputes with landlords and other payers as appropriate</li>

<li>Complete the budgets by 15th of each month and review the disbursement sheet with the accounting team </li>
<li>All billing and supporting documentation shall be entered into MHALA’s EHR (electronic health record system) within 24 hours from the date of service delivery</li>
<li>Provide employment services including but not limited to adult work experience, work adjustment, employment preparation, job development, job placement and retention services.</li>
<li>Provide collateral supports with include contacting family members and/or significant other with the individual’s authorization to discuss how they can assist the person with their employment goal.</li>
<li>Determine member Employment needs, as well as social, functional, financial, an educational/vocational barrier to employment stability. </li>
<li>Identify and present resources available to meet those needs. </li>
<li>Work collaboratively with DMH, DOR and community partners to help members meet their employment goals.</li>
<li>Be an active part of the learning by participating in mental health or related trainings. </li>
<li>Attend and participate in staff, community meeting and other aspects of the day-to-day operations and community life of the agency. </li>
<li>Work cooperatively with other staff to assure the smooth and seamless delivery of supportive services to the agency.</li>
<li>Complete program documentation standards of staff in accordance with MHALA, county contracted provider, and funding source standards and requirements, and documents in required program, including 24 hour turnaround documentation to ensure all required data collection.</li>
<li>Assist members on DMH pilot program in meeting their work adjustment goal </li>
