Position Overview
As Director of Federal &amp; Integrated Regulatory Guidance, you will manage a team of regulatory professionals who analyze new regulatory requirements, work closely with the business to understand the impact and obligations of those requirements, and support the business in understanding the evolving regulatory landscape. Job Description
<ul>
<li>Provide leadership and expertise in analysis and interpretation of complex and voluminous enacted state laws across the client portfolio of Federal and Integrated products. These consist of Managed Long-Term Care (MLTC), Medicaid Advantage Plus (MAP), Medicare Advantage, and Medicare D-SNP. </li>
<li>Direct and supervise the Regulatory guidance team to ensure that all new regulations and product contract updates, and final rules are disseminated throughout the organization. </li>
<li>Provide regulatory support to the organization, including providing regulatory interpretation and gaining clarification from regulatory bodies. </li>
<li>Proactively communicate with internal divisions to become and remain educated about key regulatory issues affecting these areas. </li>
<li>Support continuous improvement of communication processes to better inform the enterprise of new legislation and regulatory agency directives. </li>
<li>Develop and maintain relationships with regulatory agencies and stay up-to-date on any changes or updates to regulations.</li>
<li>Participate in stakeholder calls and create summaries of calls for dissemination to senior staff.</li>

Requirements
Minimum Qualifications

JOB SUMMARY
The Southeast Conservation Director will work as a part of a collaborative team to meet American Rivers conservation goals in Southeastern United States. This work is driven by the use of nature-based, equitable solutions to manage flooding to protect people and allow ecosystems to thrive. The position will work to develop and enact integrated floodplain management (IFM) strategies and programs informed by the program and policy audits completed by the organization within the last twelve months. The position will also lead staff efforts across the region in the creation of resilience programs in response to extreme weather events. The SE Conservation Director will also be responsible for building regional political and constituent support for our conservation efforts, communicating with partners and media about American Rivers conservation efforts, and leveraging and securing funding to support the regions work, especially around floodplain management.
PRINCIPAL RESPONSIBILITIES:

<li>Leads American Rivers floodplain management work across the Southeast Region;

<li>Develops and expands a floodplain restoration and protection program and funding in the Southeast;</li>

Job Summary:

Essential Duties and Responsibilities:

THE DEPARTMENT
The Finance department is overseen by the Chief Financial Officer. Our mission is to both protect and grow the business. The department consists of five groups: Revenue Accounting, Accounts Payable, General Accounting, Cost Accounting and Oracle Financial System Support. The group is responsible for providing strategic insight and supporting our strategic imperatives through several critical processes including the monthly, quarterly, and annual publishing of financial results, preparing travel agent commissions, processing vendor invoices, credit card processing, tax compliance, treasury, cost accounting, completing operational transactions, and financial analysis. 
THE ROLE OF DIRECTOR
A director is usually a department or division head in a business. The director supervises and leads a group of managers and associates in a particular area of an organization. Directors help set where and when; guiding others on what and why. Directors are responsible for the how in implementation. 
Job responsibilities of a director include:

THE ROLE
The Treasury Director establishes and implements organizational treasury policies, governing cash flow and liquidity, debt and credit, interest rate or currency risk, investing and forecasting, and relationships with banks or other financial institutions. They also develop treasury strategies that ensure liquid funds are available for current capital needs, and develops long-term cash management or investment plans that both preserve capital and support strategic goals.
THE POSITION
<ul>
<li>Optimize liquidity, monthly treasury operations and group cash flow
<ul>
<li>Manage all cash management functions including cash concentration, wires and account funding</li>
<li>Ensure adequate liquidity for working capital needs and invest short-term excess cash; manage inter-company cash including inter-company cash flows</li>
<li>Review, approve and release electronic disbursements</li>
<li>Develop and implement treasury policies, procedures and controls</li>
<li>Lead the treasury month-end close process including the review and accurate recording of weekly cash activity to the general ledger</li>
<li>Supervise maintenance and update signatories on bank accounts</li>
<li>Oversee the monthly reconciliation of all bank accounts</li>
<li>Review and approval of ACH and wire payments</li>
<li>Daily cash positioning and reporting</li>
<li>Track cash investment activities</li>
<li>Troubleshoot daily transaction issues</li>
<li>Manage corporate credit card programs</li>
<li>Assist with foreign currency hedging at a local and group level</li>
<li>Initiate and manage projects to improve local and global cash flow</li>

<li>Protect the company’s financial assets

<li>Ensure proper controls exist over cash receipts, disbursements and general treasury activities, and support overall compliance</li>
</ul>

<li>Create and manage, and ensure accuracy of the cash flow forecast

<li>Work closely with CFO and parent company to establish timelines, and deliverables</li>
<li>Work closely with CFO and business stakeholders to create assumptions for Cash Flow model </li>
<li>Create/Analyze/Communicate KPI’s that cash flow and provide reporting to drive business decision making</li>
<li>Analyze/Review Cash flow models of other markets, challenging appropriateness of assumptions, make recommendations of changes, communicate with other Finance Leads</li>
<li>Perform the consolidation of group Cash Flow, provide related reporting and analysis (variance analysis, KPI’s, etc)</li>
<li>Provide input into needed changes to the structure of Cash Flow model, or modelling to calculate related inputs</li>
<li>Provide relevant KPI reporting to Executive management</li>
</ul>

<li>Manage banking relationships and platforms
<ul>
<li>Develop, implement and maintain bank account structures</li>
<li>Manage all relationships with financial institutions supporting company’s cash management operations</li>
<li>Implement new bank technologies, products and services to improve the cash cycle and simplify company operations</li>
<li>Negotiate bank and service fees</li>
</ul>

<li>Optimize payment methods, and collateral and security requirements
<ul>
<li>Identify, promote and implement most cost-effective methods to pay vendors</li>
<li>Identify, promote and implement most cost-effective method to provide required collateral/security where needed (LC’s, CD’s, deposits etc)</li>
</ul>

<li>Manage Credit Card Processor relationships and customer payment methods
<ul>
<li>Manage fees, contract renewals, processor changes when needed</li>
<li>Work with processor to identify efficiencies/cost savings</li>
<li>Explore opportunities for customers to pay other than by credit card to reduce credit card fees where possible</li>
</ul>
</li>
<li>Manage insurance programs
<ul>
<li>Manage the insurance program renewal process, and additional lines of coverage</li>
<li>Identify when RFP’s might be needed</li>
<li>Manage requests for proof of insurance</li>
<li>Work with TVI on opportunities for global programs that may save on premium costs</li>
</ul>

<li>Support Human Resources to manage 401(k), Profit-sharing plans </li>
<li>Oversee and support the Payroll team through supervision</li>
<li>Support system updates for new processes, or new system implementations

<li>Be a Finance lead on all new system implementations that impact business cash flow or financial processes, working with project managers/teams to assess go/no-go criteria, business impacts etc.</li>

EDUCATION AND EXPERIENCE

<li>Degree in Finance, Accounting, Business or similar</li>
<li>At least 5 years recent work experience in Treasury, and experience in other finance-related fields such as FP&amp;A and Accounting a plus</li>
<li>At least 5 years work experience managing a team, including remote workers, and partnering with senior management</li>
<li>Work experience involving payroll, insurance, global treasury management platforms, and accounting preferred</li>
<li>Experience working with Oracle Financials, Onestream or similar accounting systems</li>
<li>Experience working with multiple currencies and foreign entities a plus</li>
<li>Expert proficiency with MS-Excel</li>
<li>Travel and hospitality experience a plus</li>
