 ESSENTIAL FUNCTIONS
 General Administration: Makes recommendations related to budgetary needs and forecasts; assess condition of equipment and recommends replacement schedules; submits justification for needed equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budgets. Coordinates and monitors public relations during and after hours; coordinates after hours on call duty.
Acts as a Direct Responsible Charge (DRC) Operator; provides field supervision to work crews, makes task assignments, and specifies work procedures; evaluates work in progress and completed, determines conformity to established standards; conducts on-the-job training by demonstrating equipment, tools, and materials; manages crews; evaluates performance and makes recommendations affecting job retention, advancement, discipline, and termination.
Responsible for the purification and sanitation of the City culinary water supply including watershed control, water treatment, and sanitary conditions in the distribution system. City-wide maintenance functions &amp; management: 
Performs water system maintenance. Excavates and repairs water leaks, installs new water (thaws frozen pipes,) and maintains wells and water chlorination system. Changes meters as necessary. Oversees and performs stormwater system inspections.
Maintains the irrigation system. Installs pressurized irrigation lines and makes repairs as required. Cleans grates and maintains pump house, and wells. Turns the system on and off as needed and drains and fills lines.
Assists as needed the City's Road Department with snow, salt, and sanding roads 
Culinary water production and delivery: Checks and reviews treatment plant log records, gauges, meters, and other measuring and testing devices to ensure that the equipment is functioning properly. Conducts inspections to confirm conformance to specifications. Identifies and resolves problems; checks and maintains operation logs to ensures that chemical used are adequate for proper treatment of water flows reported; assesses current water treatment techniques and develops new methods and processes to increase the efficiency of the water treatment system; 
Manages and oversees the design and layout of water production, treatment, and storage facilities; controls water sanitation by conducting physical and chemical water analyses of all supply sources; adjusts treatment as necessary at various points throughout the distribution system; ensures an adequate and safe supply of water for residential, commercial, industrial, and agricultural consumption.
Directs the implementation of valve program efforts and inspection of hydrants; develops maintenance programs for service and repair of fire hydrants and valves; maintains work histories; directs the necessary improvements; records work orders completed and type of work completed by assigned personnel.
Secondary Water Operations: Oversees and maintains the irrigation system. Installs pressurized irrigation lines and makes repairs as required. Cleans grates and maintains pump house controls, and wells. 
Turns the system on and off as needed and drains and fills lines. Is involved with canal companies and maintenance crews to make sure water is properly delivered at appropriate time and place, as well as coordination with the sewer plant to get reclaimed water. 
Oversees managing and operating pump and well house functions as well Scheduling water time and capacity, scheduling shutdowns and service on line leaks on the secondary system. Handles all state reporting that is required. 
Internal &amp; External Customers: Manages bidding process for the engagement of third-party providers, i.e., equipment, materials, operations, etc.; engages in cooperative operations and problem solving with canal company. Maintains effective business relations with Hyrum water users, and other governmental entities; resolves request and problems or refers them appropriately. Provides "customer" service in accordance with established City policies and procedures; helps with maintenance and water users' needs; promotes goodwill and conveys a positive image of the City.
Maintains effective working relations with City personnel and management; assists and supports city personnel and supervisor as needed; coordinate and work with related departments; keeps management informed of area activities and of any significant problems or concerns; completes required records and reports; attends and participates in meetings and committees as required.

The Utilities Mechanic – Rotating Machinery is responsible for maintaining and repairing mechanical equipment essential to utility operations, with a primary focus on rotating machinery. The role is critical in ensuring the reliability and performance of systems that power Eastman Business Park’s extensive infrastructure.Essential Duties and Responsibilities
<ul>
<li>Install, troubleshoot, maintain, and repair rotating mechanical equipment, including:
<ol>
<li>Pumps (centrifugal and positive displacement)</li>
<li>Motors, compressors, turbines, gearboxes, and blowers</li>
<li>Steam and condensate system components</li>
</ol>
</li>
<li>Conduct preventive and predictive maintenance on rotating machinery</li>
<li>Align, balance, and test equipment using tools such as dial indicators, laser alignment systems, and vibration analyzers</li>
<li>Maintain detailed records of work performed using CMMS (Computerized Maintenance Management System)</li>
<li>Collaborate with engineers, operators, and other maintenance personnel to resolve equipment issues</li>
<li>Adhere to all safety policies and procedures; participate in safety audits and toolbox talks</li>
<li>Support equipment upgrades, turnarounds, and emergency response efforts</li>
<li>Use of hoists, pulleys, dollies, rollers, trucks, overhead cranes and rigging, lathes, &amp; shop equipment. </li>
<li>Potential to work with equipment such as boom lifts, scissor lifts, forklifts and power walkies</li>
</ul>
 Equipment Competencies, but not limited to:
<ul>
<li>All sizes of Pumps from single stage low pressure centrifugal to multi-stage high-pressure (up to and beyond 2000PSI).</li>
<li>Refrigeration Units – General Mechanic systems, Bearing and Seal work.</li>
<li>Steam Turbines (5-1400PSI) to drive all styles of utilities generation rotating equipment.</li>
<li>Equipment auxiliary systems such as: Lube oil lubrication, Hydraulic oil, Speed control &amp; governing, Various cooling water and Storage systems.</li>

Education and/or Experience:

Job Overview
Operate a Landfill Gas to Renewable Natural Gas Plant “RNG” facility to maximize production. Operator will work closely with Plant Manager to conduct all plant routine and non-routine maintenance and repairs. The Operator will take ownership in plant performance and tackle challenges to help Operations Leadership achieve their goals. This is a hands-on role where a willingness to learn and commitment to safety culture will be crucial. Although this is a great role for an independent, self-motivated individual, you will not be alone! You will have an amazing team at your disposal to help you run problems to ground and actualize solutions. The plant will be managed and operated by three personnel - Plant Manager and two Plant Operators.
Reports To
The Operator reports to the Area Operations Supervisor and Director of RNG Operations.
Location
The Operator position is based out of Suffolk, VA (Plant). The candidate should take up residence within 50 miles of the Plant. 
Travel may be required to other Plants or Corporate office locations. 
Responsibilities and Duties
<ul>
<li>Operate and maintain the Plant and all associated equipment in a safe, detailed, organized, and presentable manner. Tasks may include housekeeping, weeding, or site maintenance, minor fabrication and the like.</li>
<li>Manage, diagnose, troubleshoot mechanical and electrical systems. Remote and onsite assistance is available for unresolved issues.</li>
<li>Learn to maximize SCADA utilization for predictive and proactive operations and maintenance.</li>
<li>Perform maintenance and repairs on all major and ancillary equipment. Balance of plant equipment may include but is not limited to: site vehicles, gas analyzers, air compressors, gas compressors, radiators, air handling equipment, pumps, filters, flares, gas treatment equipment, and other site-specific equipment.</li>
<li>Use the Operational Data Management System (ODMS) to track and record events, operational data, and daily “walk around” readings.</li>
<li>Understand, follow, and assist with compliance regulations for the Plant. This may include record keeping, gathering data, performing inspections, keeping permits posted, maintaining compliance equipment, and meeting with inspectors.</li>
<li>Respond to Plant callouts in a timely and professional manner (typically considered within 2 hours).</li>
<li>Assist with training of coworkers or temporary Operators at the Plant.</li>
<li>Travel to assist Operators at other Plants, backup or fill in for another Operator, or for training.</li>
<li>Use ESI’s Standard Operating Procedures (SOP’s) where available. Recommend and assist in further SOP development.</li>
<li>Maximize Plant efficiencies.</li>

Minimum Qualifications and Requirements

<li>1 - 5 years of Plant operations and other related experience.</li>
<li>Trade school certification, high school diploma or GED.</li>
<li>Strong mechanical aptitude and background.</li>
<li>Ability to read and understand basic Process Flow Diagrams and Electrical Schematics.</li>
<li>Ability to use basic troubleshooting tools. i.e. Multimeters, Thermographic, Measurement and Gas Testing Equipment.</li>
<li>Basic Windows based computer skills.</li>
<li>Established troubleshooting skills.</li>
<li>Experience in maintenance planning and preventative maintenance strategies.</li>
<li>General working knowledge of Microsoft Office suite of software. (Word, Excel, PowerPoint, etc.).</li>

Responsible for the operation and maintenance of Water collection, pumping, filtration, treatment, chemical feed, instrumentation and controls systems located at:
► Lake Station Water Collection &amp; Treatment Plant located at Edgemere Drive
► High Purity Water Generation Plant located at Building 61
► Various Industrial Water, Fire-main &amp; High Purity Water system components across the Eastman Business Park.
 
Essential Duties:
► Maintain Clear and Consistent Communication relating to the current status, performance and needs of your assigned location with RED-Rochester team supervisor, maintenance planner and operations staff. Ensure all RED-Rochester customer communicated concerns are immediately communicated and appropriately responded to.
► Perform Laboratory Testing of water samples, as required, ensuring that appropriate Recordkeeping requirements are met (such as reportable items for NYSDOH, DEC, EPA or Others) and provided to the RED-Rochester Water (NY State Department of Health Grade 1A Operator certified) Champion.
► Evaluate operation and provide corrective adjustment to chemical feed or filtration systems.
► Perform Calibration and Maintenance on specialized water quality instrumentation, as needed for assigned equipment or systems.
► Assists Maintenance Planner to develop standard preventive maintenance routines to ensure maximum equipment uptime and lifespan is attained for all responsible systems.
► Assists Maintenance Planner to develop corrective (repair) maintenance job plans as needed to ensure all equipment repairs are completed in a timely basis to maintain all system redundancies for optimum emergency performance.
► Coordinates with Maintenance Planner, all shutdown planning (routine &amp; emergency) for the execution of maintenance activities to include Customer end-user notifications.
► Complete all planned maintenance routines for assigned locations, documenting all actions within the RED-Rochester work order management system (MAXIMO®).
► Complete all assigned corrective maintenance actions, documenting all actions within the RED-Rochester work order management system (MAXIMO®).
► Assist with any Plant Overhaul, Upgrade or Modernization Activities being completed within assigned locations.
► Supervise any outside Contractor executing work within your assigned work location to ensure compliance with RED-Rochester safety policies and that the RED-Rochester standards for workmanship are maintained.
► Daily Operations and Data Management for assigned plants utilizing RED-Rochester Plant Logical Control (PLC) or Distributed Control System (DCS) Systems or Data Management Software (Emerson Ovation® , Wonderware®, PI®, Provox®, Delta-V® or others.)
► Assist in the development and implementation of Health, Safety and Environmental Plans related to assigned locations.
► Provide Operations department specific training for monitoring and emergency response for assigned areas of responsibilities.
► Oversee Chemical (Chlorine, coagulant, or bisulfite) Consumable and Repair Part inventory for area of responsibilities.
► Work, as needed within the larger team structure for Red-Rochester major emergencies or catastrophic failures.

► Must obtain OSHA HAZWOPER 40hr certification within 3 months.

► May obtain the Rochester city S-3 Operating license within a 12 month period.
