The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids (CTFK), supports policy change campaigns around the globe to improve public health. The Policy Research Manager supports the GHAI Overdose Prevention Initiative’s efforts to advance policy solutions that save lives by expanding access and removing barriers to evidence-based treatment and harm reduction services in the U.S. Working closely with the Initiative’s advocacy and communications teams, the Policy Research Manager will conduct and present research and analysis to inform the Initiative’s policy positions, legislation, and communications campaigns. This position is based in Washington, DC and reports to the Associate Director of Advocacy for Overdose Prevention.
 

WHAT YOU'LL ACCOMPLISH:

<li>Contribute to the development of high-quality research and advocacy materials that communicate the need for policy change to key decision makers, the media, and the public. Create and update fact sheets, presentations, reports, talking points, etc. in collaboration with other staff.</li>
<li>Respond to time-sensitive requests for information and research materials, including assisting with responses to Congressional inquiries. </li>
<li>Serve as a resource and subject matter expert on policy issues related to substance use disorder prevention, treatment, recovery, harm reduction, as well as other issues/topics.</li>
<li>Develop command of the vast information resources of the Initiative and respond to inquiries from staff, partners, media, and the public for information.</li>
<li>Fact-check documents, presentations and other materials for GHAI and our advocacy partners. </li>
<li>Gather, organize and manage large datasets in Microsoft Excel, including state-specific statistics on prevalence and trends in substance use. Update materials and respond to requests using these data. </li>
<li>Monitor and collect information on the treatment industry activities, tactics, and marketing strategies and examples through social media, news media, and industry financial reporting.</li>
<li>Organize and maintain the Initiative’s research resources – publications, fact sheets, presentations, etc. and assist in tracking and locating new research.</li>

At Kutol the Site Microbiologist is responsible for developing and implementing microbiological testing programs, assessments, and awareness initiatives to ensure site-wide compliance and contamination control. This role manages microbiological lab operations, personnel qualification, and adherence to GMPs and regulatory standards. The Site Microbiologist will report to the Director of Quality.

The responsibilities of this position include:
Microbiology Daily Management System
<ul>
<li>Conduct regular microbiological assessments across manufacturing processes, environments, raw material handling, water systems, and hygiene practices.</li>
<li>Ensure all samples are tested per approved methods with full traceability.</li>
<li>Establish and manage the site’s microbiological testing laboratory in compliance with validated methods and procedures.</li>
<li>Hire, supervise and evaluate Micro Lab Technicians.</li>
<li>Collaborate with the Plant Hygienist to develop and maintain a Micro Daily Management System, including test types, frequency, data trending, and action/alert levels.</li>
<li>Review microbiological data with Operations and recommend corrective actions.</li>
<li>Prepare and present monthly reports to QA and site leadership.</li>
</ul>
Microbiological Control
<ul>
<li>Implement and enforce lab controls, standards, and procedures.</li>
<li>Ensure only approved methods are used for testing incoming materials.</li>
<li>Conduct method suitability/validation for new products or materials before production.</li>
<li>Train and qualify lab technicians in all required methods and document training records.</li>
<li>Promote microbiological risk awareness across the site.</li>
<li>Integrate microbiological training into the site’s overall training plan.</li>
<li>Partner with the Plant Hygienist to implement sanitary practices in manufacturing.</li>
<li>Ensure personnel are trained in aseptic sampling techniques.</li>
<li>Evaluate proposed changes to products, processes, or maintenance to preserve microbial integrity.</li>
</ul>
Sanitary Design
<ul>
<li>Participate in change control processes and update the Micro Daily Management System accordingly.</li>
<li>Train Maintenance, Engineering, and other teams on microbiological principles.</li>
<li>Identify and recommend improvements to equipment design to reduce contamination risks.</li>
</ul>
Cleaning and Sanitization
<ul>
<li>Support development of robust sanitization procedures for microbiologically susceptible systems.</li>
<li>Establish sanitizer usage strategies, including rotation protocols.</li>
<li>Define microbiological limits and test methods for cleaning and sanitization validation.</li>
<li>Review sanitization logs regularly for procedural compliance.</li>
</ul>
Contamination Response
<ul>
<li>Lead and document all microbiological contamination and out-of-specification investigations.</li>
<li>Define sampling plans to assess contamination scope.</li>
<li>Advise leadership on severity and response strategies for microbial incidents.</li>
<li>Ensure timely identification of contaminant organisms using appropriate methods.</li>
<li>Prepare risk assessments and recommend remedial actions.</li>

Requirements
Education and Experience

DBE is a small business that provides applied research, management guidance, field monitoring, and analytical laboratory services in wetland and aquatic ecosystems throughout Florida. Position Summary
This position will perform, organize and/or assist with all aspects of project lifecycles: conception, design, field sample collection, coordination with field support staff and analytical laboratory, data quality review, data analysis, reporting, and client communications. This highly collaborative position requires close communication with DBE Principal Scientists, field and laboratory support staff, and clients. This position requires expertise in field sampling, laboratory techniques, data analysis and reporting, and ecological knowledge, with an emphasis on the unique biogeochemistry of South Florida wetland environments. 
 
Required Skills, Knowledge, and Experience
