Position Summary: The New York County District Attorney's Office (DANY) has an opening for&nbsp;an IT Procurement Manager&nbsp;in its Procurement and Contract Management Unit. In this position, the IT Procurement Manager is responsible for providing supervision to IT staff, draft Requests for Proposals, bid documents and contract terms and conditions for the Office’s needs, in accordance with current City, State and Federal regulations.
Responsibilities include but are not limited to:
<ul>
<li>Provide supervision to IT staff including reviewing and editing procurement documentation as needed.</li>
<li>Apply critical and strategic thinking to assist DANY staff to meet project goals.</li>
<li>Regularly meet with essential staff to identify potential areas of specification or scope of work improvements.</li>
<li>Coordinate, plan, and implement IT contract and procurement activities from pre-solicitation to award and registration with the New York City Comptroller’s Office.</li>
<li>Draft clear and concise Requests for Proposals (RFPs), Competitive Sealed Bids (CSBs) specifications, related scopes of work, contract documents and other solicitation documents in compliance with City, State and Federal regulations.</li>
<li>Oversee investigations of vendor responsibility and performance.</li>
<li>Negotiate and draft contract terms and conditions that meet the objectives of the Office, including adherence to performance goals, as well as budget constraints applicable to individual contracts.</li>
<li>Review specifications prepared in-house and by consultants or other City, State, and Federal agencies, for consistency, clarity, completeness, accuracy, and compliance with City policies and procedures.</li>
<li>Draft and edit policies, procedures, memoranda, and other written materials, as directed.</li>
<li>Provide technical expertise to contractors in the development stages of their contracts and beyond.</li>
<li>Research technical materials and products for scope drafting.</li>
<li>Provide technical assistance and corrective action to underperforming contractors as necessary.</li>
<li>Perform related tasks as assigned by the Unit.</li>
</ul>
Minimum Qualification Requirements, candidates must possess the following:
<ol>
<li>Bachelor's degree required;&nbsp;</li>
<li>Three years of supervisory experience in public enterprises; and,</li>
<li>Experience with Information Technology in the public sector.</li>
</ol>
Preferred Requirements/Skills:
<ul>
<li>Knowledge of New York City's Procurement Policy Board Rules, local laws, and policies impacting procurements.</li>
<li>Experience with the New York City’s Financial Management System (FMS).</li>
<li>Excellent written, verbal, organizational, and communication skills.</li>
<li>Must be able to perform under pressure in a fast-paced environment; able to multi-task and meet deadlines.</li>
<li>Ability to apply critical and strategic thinking.</li>
<li>Must be extremely detail-oriented, self-motivated, highly organized, resourceful, and reliable.</li>
<li>Experience culling and analyzing large amounts of data from numerous sources.</li>
<li>Must be a team player, work well with others and possess excellent communications skills.</li>
<li>Proficiency in Microsoft Word and Excel.</li>
<li>Ability to update and edit existing databases.</li>
</ul>
