Responsibilities:
 
SANCORP is seeking a Staff Officer SME IV to provide Administrative, Policy, Operations, and Analytic Support Services in direct support to Programs, Resources, and Enterprise Management activities within the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&amp;S)). The following are examples of responsibilities:
<ul>
<li>Provide Battlespace Awareness expertise and direct counsel to senior level leadership to effectively support the USW(I&amp;S) in the management of the BA Portfolio.</li>
<li>Review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoW and IC to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs.</li>
<li>Produce deliverables under that include (but not be limited to) the development of guidance for initial binning; data collection and management strategies; assessment of tools and repositories; creation of business rules and entry/exit criteria; and corporate review and evaluation criteria).</li>
<li>Analyze, and evaluate, large data sets and develop data analytics and data visualization tools to view trends, identify anomalies, inform assertions and conclusions, and provide data-informed assessments, reporting, oversight, and decision-making.</li>
<li>Develop, update, and maintain general and specialized data-analytic dashboards to promote timely and effective capabilities-based decisions when an investment crosses or spans any of the following: BA capability portfolio management (CPM) and another DoW Mission Area, Multiple DoW component agencies, or BA CPM and the broader IC.</li>
<li>Conduct research and analysis; draft formal positions; review and analyze documents; prepare briefs, talking papers, memoranda, and letters in the form of OSW staff packages, ensuring compliance with OSW policies.</li>
<li>Manage electronic file management on multiple systems (NIPR, SIPR, JWICs) to ensure proper file management according to NARA rules and regulations for file retention and management.</li>

Job Summary:
The Senior Civil Design Engineer will be responsible for leading and managing civil engineering design projects, including site development, water resources management, and structural design. This role involves overseeing the design process, conducting feasibility studies, preparing construction plans and specifications, and ensuring compliance with regulatory requirements. The Senior Civil Design Engineer will also collaborate with clients, stakeholders, and project teams to deliver high-quality engineering solutions that meet project objectives and client needs. Additionally, this position may involve providing technical guidance, mentoring junior engineers, and participating in business development activities to support the growth of the company's engineering services in Puerto Rico.
Requirements:
<ul>
<li>B.S. in Civil Engineering</li>
<li>PE certification required</li>
<li>10 years of civil site design-related experience</li>
<li>Experience in project management, team leading, and supervision</li>
<li>Required experience in MS Office, AutoCAD</li>
<li>Preferred software experience in ArcGIS, AutoCAD/Civil 3D, StormCad, HEC-RAS, ICPR</li>
<li>Develop cost estimates and project schedules</li>
<li>Demonstrated ability to handle multiple projects simultaneously</li>
<li>Ability to work in a team environment</li>
<li>Strong organizational, analytical, and problem-solving skills</li>
<li>Strong technical writing skills</li>
<li>Bilingual. Strong written and verbal communication skills</li>
<li>Self-driven, analytical, able to follow directions and contribute to the team</li>
</ul>
Civil Design Responsibilities:
<ul>
<li>Develop cost-effective design layouts based on construction specifications and requirements.</li>
<li>Adhere to established design guidelines and procedures.</li>
<li>Analyze design issues and recommend corrective actions.</li>
<li>Perform civil design analysis and calculations according to project requirements.</li>
<li>Determine construction cost and material estimates based on civil designs.</li>
<li>Perform field surveys and investigations to prepare engineering drawings.</li>
<li>Review project plan and determine the design feasibilities and constraints.</li>
<li>Use the latest software and technologies to develop effective designs.</li>
<li>Maintain accurate design files for reference purposes.</li>
<li>Consider health, safety, and environmental requirements when developing civil designs.</li>
<li>Manage design projects within allotted timelines and budgets.</li>
<li>Perform design changes and improvements according to changing project demands.</li>
<li>Stay abreast with the latest developments in civil design fields.</li>
<li>Assist design and construction teams.</li>
</ul>
