GENERAL STATEMENT OF DUTIES Provides leadership and manages limited scope of services within one small to mid-sized service area or one large program area within the health department behavioral health divisions. Responsibilities include supervision of other clinical supervisory staff, program staff as well as financial and operational performance of the service or program.
SUPERVISION RECEIVED Works under the general supervision of a health program manager or program supervisor who assigns and oversees work, establishes goals and reviews results obtained for overall effectiveness and for meeting department and county objectives.
SUPERVISION EXERCISED Exercises full supervision for clinical supervisory, professional, technical and support staff. May also supervise interns and volunteers.
Typical Duties - Duties include, but are not limited to the following

<li>Provides clinical consultation to staff through case staffing and observation of clinical work. Provides feedback to staff for professional development. Provides personnel and performance management, including staff recruitment and hiring; new employee orientation; and ongoing training. Provides performance evaluations and initiates progressive discipline.</li>
<li>Responsible for direct services including: monitoring customer service delivery and work processes; ensures compliance with payer requirements; monitors staff workload and productivity; develops/implements policies and procedures; addresses quality improvement needs; conducts staff time studies and sets work parameters. Provides input on program development. May provide direct services, on call by telephone, and backup support.</li>
<li>Provides administrative support to service area; monitors and approves leave time; initiates personnel actions, purchasing; addresses risk management/employee safety; implements county and department policy. Ensures that any communication from their service area, representing the Health Department, is of a professional nature.</li>
<li>Participates fully as a member of the Marion County Health and Human Services leadership team and the Adult Behavioral Health Supervisor team as a supportive, reliable, positive, collaborative, and professional team member. Provides for team development: how team members work together, conflict resolution; and delegation of hand-offs. Resolves personnel conflicts in an effective and helpful manner. Effectively manages change by acting s as a "lead change agent" with teams. Maintains a positive attitude with leadership that conveys a clear direction of services, involving staff input and inspiring confidence and trust.</li>
<li>Assists in communication and coordinating services with other agencies; acts as Health Department representative on interagency committees; provides liaison with state agencies; develops partnerships; coordinates services across agencies and markets services.</li>
<li>Tracks client service data, including fidelity measures, utilization, client satisfaction, and outcomes. Identifies service gaps. Documents servcies to meet OARs, CCO, and Health Department requirements. Assists in monitoring contract/grants performance to assure compliance with requirements including developing service report and proposals.</li>
<li>Performs other job duties as assigned by your supervisor. </li>
</ul>
Response Level 1: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training. 
Requirements for the Position
EXPERIENCE AND TRAINING
<li>Bachelor's degree in a specific, professional health field related to the position and five years of responsible, professional experience in the field related to the position; OR</li>
<li>Master's degree in a specific, professional health field related to the position and three years of responsible, professional experience in the field related to the position; AND</li>
<li>Two years of supervisory experience; OR</li>
<li>Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.</li>
SPECIAL REQUIREMENTS

<li>Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.</li>
<li>The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.</li>
<li>Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. The Technical Support Representative provides Tier 1 and Tier 2 support to customers of CVEC Fiber.  Provides in-depth troubleshooting and acts as the technical subject matter expert in projects involving the home/business installation, including internet, phone, and any other services provided by CVEC Fiber. Maintains and updates technical documents to ensure the Member Service Representatives’ Tier 1 and Tier 2 knowledge is current.
Essential Functions:

<li> Performs network support, hardware configuration, and validation of network related devices such as ONT’s and routers, network interface devices, VoIP, SIP, Hosted Voice, and analog voice services including LNP requests. </li>
<li> Evaluate network alarms and problem situations, resolves the issue as required and escalates to other levels for resolution. </li>
<li> Work with other team members to resolve incidents and ensure timely resolution.</li>
<li> Process all service requests for new or modified services as they are required.</li>
<li> Monitor open trouble incidents and ensure timely resolution.</li>
<li> Monitor network components (routers, switches, and other items).</li>
<li> Identifies problem and risk areas and be able to advise management of actions required to mitigate their impact. </li>
<li> Notify management of major network outages and resolutions.</li>
<li> Supports tier one technical support by providing continuous and accurate information to front line employees.</li>
<li> Provides tier two support to customers so they can access the network successfully. Provides in-home technical support for customers who need additional help after installation.</li>

POSITION SUMMARY
The Technical Support Representative will be assigned to the technical area of customer care and will be responsible for assisting customers via multi-channel touchpoints (i.e., phone, email, chat, web, or social media). The primary role will be to resolve any issues the customer may encounter during installation, or purchase of our products to provide overall support and assistance. This position will also collaborate with cross functional departments to respond to customer inquiries to ensure customer inquiries are handled in an efficient and timely manner. This role will act as a liaison to provide product information, and to resolve any emerging issues which our customers might encounter.
CORE FUNCTIONS

This is an entry-level Technical Support Representative position. This role will provide quality technical support to current Socket customers via phone, fax, and email. Responsibilities included troubleshooting, problem solving, documentation of customer interaction, new user setups and contributing to the collective resources and knowledge of the Technical Support department.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. 

· Answer technical queries from current customer about how to utilize Socket’s product and services via phone, fax, email or other means. Queries are resolved using analytical processes and problem solving skills.
· Fully documents customer interactions in the ticket tracking system, or contact logs. All customer interactions shall be documented immediately following a customer interaction. Interactions shall be documented in great detail to ensure that we can solve the customer’s immediate need.
· Researches incidents that require resources not available at the time of the customer contact, or those that require time without user input. Demonstrate ability to take charge of own tickets so all problems are resolved in a satisfactory manner. 
· Adheres to all applicable Socket policies and procedures at all times.
· Documents and updates known problems and solutions in the Wiki or updating procedures.
· Interacts with Tier I, Tier II &amp; III Technicians, Supervisors, and other departments where necessary to ensure customer issues are resolved in a timely manner.
· Uses problem solving skills on a daily basis to fully document customers problems so that the proper course of action is taken to resolve it.
· Escalates all dissatisfied customers and special issues when needed to the Technical Support Supervisor, Tier II, or Tier III Technician. Completes detailed documentation of the contact before escalating any customer issue. 
· Refers prospective accounts to the appropriate Sales team for follow-up.
· Acts as a backup to the Customer Services in-bound phone queue.
· Assists with festivals and trade shows, by attending shows and answering technical inquiries.
· Works on special projects as directed by supervisor.
