POSITION SUMMARY
The Director of Government Affairs (Position) is a position of the Oregon Association of Hospitals and Health Systems (“OAHHS”) d/b/a Hospital Association of Oregon (“hospital association”). The Position’s primary role is to work collaboratively to advance the public policy agenda of the hospital association and its members. The Position is a member of the external affairs team. 
The Position reports to the Executive Vice President of External Affairs of the hospital association. The Position is responsible for supporting legislative and political strategy including lobbying the Oregon State Legislature and relevant state agencies, tracking coordination of bills, developing political communications, and engaging in grassroots mobilization, staff workgroups, task forces and coalitions. The Position manages the Oregon Hospital Political Action Committee (OHPAC) political and candidate giving and fundraising strategies.  
Primary Responsibilities
Advance public policy agenda

<li> Work with the external affairs and policy teams to inform and execute an advocacy strategy to advance the hospital association’s public policy agenda.</li>
<li>Participate as a key member of the hospital association lobbying team during legislative sessions including, but not limited to:

Director of Government Affairs

Position Overview
M/USGE is responsible for leading Metrea’s engagement with U.S. government, particularly U.S. Congress and relevant executive branch agencies. Government Engagement is responsible for stakeholders, decision-makers, and influencers that cut across multiple customers and industries. U.S. Government Engagement includes the market layers of legislative, policy, regulatory, and requirements. U.S. Government Engagement is a subset of Strategic Engagement. U.S. Government Engagement includes mapping, networking, collecting, and shaping the U.S. federal and, where applicable, state and U.S. territory, environment to identify or create new business opportunities (prospects) as well as to mitigate risk to existing business (programs), particularly in terms of strategizing, identifying, and maintaining key relationships with legislative and executive branch staff of the U.S. government to advance Metrea’s objectives.
M/USGE will be a senior member of the Strategy team and is expected to contribute across the Strategy team and wherever relevant to the enterprise. Must be willing and eligible to register as a lobbyist.
M/GE RESPONSIBILITIES 
(1) Engaging with U.S. Government (“IN”)
Mapping 
Work to develop a detailed understanding of the influencers, stakeholders, and decision-makers in the legislative and executive branches of U.S. government, particularly those who influence Department of Defense and related agency policy, authorization, and appropriation decisions. Provide understanding in particular of the relationship between the legislative and executive branches of U.S. government with regard to funding the U.S. military across key phases of the budgeting and legislative cycles. This includes all the market layers, formal and informal decision makers and influencers, and the processes for determining requirements, making acquisition decisions, providing funding, and monitoring implementation.
Networking
Using the customer and market maps, M/USGE will be responsible for managing the broader Metrea engagement with federal government communities, particularly U.S. Congress, as well as conducting engagement directly with relevant stakeholders and influencers, all with the goal of increasing Metrea’s access and understanding. In particular, M/USGE will lead Metrea consideration of how to build and maintain relationships with key elected officials of U.S. government.
Collecting
Using the mapping and networking above, M/USGE will be responsible for collecting, collating, and sharing information related to business opportunities and market intelligence emanating from U.S. Congress, DoD, and other federal government stakeholders, with the goal of identifying or creating new opportunities, and identifying and mitigating risk to current programs.
Shaping
M/USGE will devise strategies for engaging with stakeholders described above to increase awareness of Metrea’s capabilities or highlight problems that we can help solve; and will develop plans to execute that engagement across the year as well as in concert with Metrea’s planning and development schedules.
(2) Developing U.S. Government Engagement Tooling (“ON”)
Support Metrea’s Understanding of Risks and Opportunities
Work with the broader Strategy and Solution Development teams to be constantly building and improving the business tools, process, and capabilities of the teams, particularly by providing insights into U.S. government fiscal year cycles that will enable more proactive engagement with stakeholders to drive down risks and stimulate new opportunities for Metrea.
(3) Supporting the Strategy Team (“IN”)

As a part of the Strategy team, and the broader MAM team, continually scan for wicked problems and potentially elegant solutions. 
Participate in, and potentially lead when appropriate, evaluations of problems and potential solutions, using Metrea’s Solution Framework.

About the Role

As Senior Director for U.S. Government Relations, you will build and drive an advocacy agenda to sustain and grow U.S. Government investments in global sexual and reproductive rights and international family planning and reproductive health programs, including through influencing congressional legislation and foreign assistance appropriations.

Working alongside the Senior Fellow, the Senior Director will serve as PAI’s chief liaison with Congress and the executive branch. They will proactively build, sustain, and grow a vibrant set of relationships with policymakers across the U.S. Government, and lobby them to champion and advance PAI’s policy priorities. They will also broker entry points for education and advocacy led by PAI’s Executive Leadership, Technical Teams, and partners.

In this role, the Senior Director will also mobilize coalition partners to define and successfully advance a clearly defined SRHR policy agenda, including through coordinated joint advocacy and communications.  In addition, this role will conduct and manage research and analysis on the need for and impact of U.S. investments in global SRHR; and prepare policy and advocacy materials representative of PAI’s mission and objectives. Salary Range:

The SDGA will serve as the primary lobbyist for the organization and be charged with cultivating decision-makers into river champions. The Government Affairs Director (GAD) is a key member of the leadership team at CIPC, contributing meaningfully to the direction of legislative and budgetary campaigns. The ideal candidate is deeply familiar with the policy making process and key stakeholders to both pass legislation and help with its implementation. The position is responsible for building political will in Sacramento by educating and organizing power brokers, monitoring key issues and identifying regulatory and legislative opportunities to further CIPC campaigns that expand and defend rights of immigrants in California. The GAD is an expert on legislative, administrative, and budgetary analysis for the organization, and will draft policy as needed.
This is a Sacramento based position and part of CIPC’s Leadership Team. The Government Affairs Director reports to the Deputy Director of Programs and Campaigns, and assumes responsibility for the Government Affairs team of a senior legislative advocate and legislative assistant, plus the lobbyist on contract as needed. RESPONSIBILITIES
