Responsibilities:

<li>Responding to client inquiries regarding contract specifics; and producing or updating software tools, which deal with contract information.</li>
<li>Conduct thorough independent review of power contracts and related documents, identifying critical information or patterns.</li>
<li>Producing detailed Contract Summaries and Scheduling/Dispatch protocols; identifying potential contractual issues and solutions; investigating contract questions/issues raised by clients; or performing complex numerical analyses relative to power contracts' capacity and energy costs.</li>
<li>Own contract portfolios that include contract renewal, purchaser requisition creation, goods receipt, forecasting, budgeting, financial planning, variance analysis, contract kick off, stakeholder meeting, quote gathering (with use of internal sourcing department)</li>
<li>Work with counterparties as their existing contracts are modified, extended or transitioned to new contracts by PG&amp;E negotiators.</li>

<li>Constantly look for ways to improve the Contract Management process, whether to make it more cost-effective, easier and increase efficiency in renewing a contract. Examples of such work have included automation of reports, process simplification and documentation and creation of a contract database.</li>
<li>Provide back-up support for other members of the Contract Management section to ensure smooth operation of team. Perform other duties that may be assigned from time to time.</li>

<h3>Job Description</h3>
Clark Creative Solutions is looking for a Senior Contract Analyst II to support a newly awarded program in Edgewood, MD. The Senior Contract Analyst II supports the Senior Contract Analyst III. The objective of this position is to provide to the JPEO-CBRND specialized expertise, analytical and technical expertise in contracting and Other Transaction Authority (OTA)
The Contractor shall provide the Joint Program Executive Office for Chemical, Biological Radiological Nuclear Defense (JPEO­CBRND) and JPM or JPL with Draft Acquisition Strategy documents and prepare for acquisition review boards.  The Contractor shall participate in any Acquisition Review Boards, and shall never be allowed to vote on any issues. 
Responsibilities
<ul>
<li>Provide Acquisition Strategy Analysis by analyzing various acquisition options or alternatives.  </li>
<li>Draft program milestone-related documentation IAW the DoD 5000 series directives and present the documents for review and approval by the COR, JPL and JPM as applicable.  </li>
<li>Develop program acquisition documentation to include, at a minimum, the following: (1) Acquisition Plans (AP); (2) Acquisition Strategy; (3) Procurement Requests (PRs); (4) Performance Work Statement (PWS), Independent Government Estimates (IGE).  </li>
<li>Provide Acquisition Strategy Analysis Briefings regarding Acquisition Strategy and Acquisition Life Cycle.  </li>
<li>Provide Acquisition Status Briefings (approximately 1-2 per week per JPM/JPEO site) for all Research, Development, Test and Evaluation (RDT&amp;E) Programs for the JPM/JPEO site specified in this PWS.  The Contractor shall provide an Agenda and Briefing Slides to the COR for approval, prior to the Acquisition Status Briefings.  </li>

Qualifications and Skills:

<li>Bachelor Degree from an accredited college or university</li>
<li>Minimum of 10 years in DoD/Government Contracting (1102 series)</li>
<li>5+ years of experience working with DoD contracts at the Systems level (DoD 5000 series)</li>
<li>Defense Acquisition Workforce Improvement Act (DAWIA) level II certification or equivalent</li>
