The Psychiatric Crisis Center has been working to expand by offering bilingual/bicultural services at our Woodburn office. The Mental Health Specialist in this position will provide crisis assessments to individuals in need as well as case management, resource identification, and referral options. This position will require a motivated individual to learn about the available community services to provide mental health well-being. The individual in this position will possess a desire to be creative in matching individuals to available services while educating the community about the various services we provide at the Crisis Center. This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required.

GENERAL STATEMENT OF DUTIES Crisis Clinician 2: Provide assessments and treatment of individuals and families, including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention, and treatment services, including intensive services, to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.
Crisis Clinician 1: Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community.
SUPERVISION RECEIVED Crisis Clinician 2 and 1: Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.

Typical Duties - Duties include, but are not limited to the following
Counseling to Crisis Clients: Provide counseling by telephone or in-person to individuals and/or their families or concerned others. Intervene with both children and adults. Presenting problems covering the full range of personal needs and include thoughts/plans or violence toward others, and major psychiatric illness. Because of the wide spectrum of presenting problems, it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. This work is done at two different locations each day (at the Salem Hospital Emergency Dept. and at PCC), so driving is required.
Assessment of Mental Status: Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization.
Planning Development: Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.
Community Coordination: Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.

<li>Advocacy for Client's Rights: Provide advocacy for client rights, ethical consideration, needs for service and least restrictive care-intervention.</li>

EXPERIENCE AND TRAINING
<li>Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.</li>
<li>Crisis Clinician 2 Only: In addition to the educational requirements above, the Crisis Clinician 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field.</li>
PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.
AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION Individuals hired as a Crisis Clinician 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Crisis Clinician 2 upon satisfactorily completing one-year, post master's degree, of service as a Crisis Clinician 1. (One-year of work experience is equal to 2080 hours)

Works with members of the Sr. Leadership Team and administrative personnel to promote standardization of services, chart documentation, office procedures, etc. at each health center. 

Assists in the development of job descriptions and evaluation tools for clinical support staff in collaboration with Human Resources. Will effectively complete employee performance reviews for appropriate clinical support staff which involves physician/provider and practice manager's input.

Provides orientation, teaching, and guidance to staff to improve quality and quantity of service.

Approves duty assignments to ensure adequate coverage at sites. This may involve collaboration with the Director of Operations and Practice Manager, when necessary.

Responsible/ensures the delivery of patient care for each health center, as needed. This may involve filling in for a clinical support staff member if no other option is available.

Assists in the preparation and management of budgets for clinical support staff/services and clinical inventory. 

Overseeing and approving the ordering of medical supplies for each health center. This includes the management of clinical inventories.

Assist the Senior Leadership Team in achieving objectives/goals of Federally Qualified Health Center (FQHC) and other grant projects. Ensures the accurate and timely collecting of clinical date required by funding sources when required.

Plans educational programs for clinical support staff, related professional workers, and community groups to meet needs of the health centers.

Oversees the Vaccines for Children program and the Indigent Medication program.

Represents the Corporation at community activities and healthcare programs

Other duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervision of the clinical support staff at all locations. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws in conjunction with Medical Director and Senior Leadership Team. Responsibilities will include interviewing, hiring process recommendations, and training employees; planning, assigning, and directing work; appraising performance; addressing employee complaints and resolving problems.

EDUCATION and/or EXPERIENCE: Graduate of an approved program for Registered Nurse or Bachelor's degree in Nursing and minimum of five years' experience including significant supervisory and management responsibilities. Experience in a healthcare network environment preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: 
Licensed as a Registered Nurse in the State of Georgia
Certification in BLS or higher.

What You’ll Do:

<li>Receives case referrals. Reviews available patient information related to case, including disciplines required, to determine home care needs. Assigns appropriate clinicians to case.</li>
<li>Reviews and evaluates each case by reviewing the services provided by clinicians, conferences, record review, discusses and verifies impressions, instructs and guides clinicians to promote more effective performance and delivery of quality home care services, and is available at all times during operating hours to assist clinicians as appropriate.</li>
<li>Reviews patient’s clinical diagnosis, medications, procedures and clinical course.</li>
<li>Assists clinicians in establishing immediate and long-term therapeutic goals, in setting priorities, and in developing plan of care.</li>
<li>Conducts or assists with quarterly record reviews and communicates findings and recommendations to Executive Director and appropriate organization personnel.</li>
<li>Assists in the formulation, revision, implementation, and evaluation of policies and procedures, as well as strategic goals and objectives.</li>

Qualifications:

<li>Licensed clinician with current licensure to practice professionally within the state.</li>
<li>Graduate of an accredited school. BSN/DPT/MOT/MSLP degree is preferred.</li>
<li>Two years management or supervisory experience in health care setting, preferably home care.</li>
<li>Complies and maintains current CPR certification.</li>
<li>Valid driver’s license and proof of insurance is required</li>
