Position Summary / Objective:
This Technical Program Manager III provides submarine systems and R&D expertise in support of our active contract with the U.S. Navy in the Washington, DC area. This position provides daily project management and technical coordination support for the design development and R&D planning of future attack submarines. Working under the direction of the Ship Design Manager (SDM) for Future Submarines (NAVSEA 05U) and the R&D Manager within the SSN(X) Project Office (PMS 4XX).
PMS 351 Program office is responsible to PEO Submarines for the design and development of SSN(X), the Navy’s newest class of nuclear attack submarine. They work directly with the shipbuilder to achieve a design that meets all the required capabilities for this new platform. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates, making the SSN(X) program critical to the future of our National Defense.

- Provides day-to-day project management support for future attack submarines design development and R&D planning under the Ship Design Manager (SDM) for Future Submarines in NAVSEA 05U and the R&D manager in the SSN(X) project office (PMS 351), respectively.
- Generates strategic and detailed programmatic documentation, schedules, and plans, and plays a key role in coordinating action between the project management and financial staffs and the technical and R&D teams. Generates strategies, plans, schedules, and briefing materials to support the SSN(X) technical and R&D teams’ near- and long-term planning efforts. Compiles and coalesces a vast array of inputs from various stakeholders into cohesive draft reports, briefs, and other products, often with very short turnaround times. Manages version control as products are reviewed by the customer and throughout the enterprise and generates final copies for delivery when complete.
- Compiles tasking proposals received by PMS 351 from across the submarine enterprise and generates high-level summary documentation used by the customer to prioritize them and determine funding levels for the next fiscal year. Tracks execution of tasking throughout the current year and documents receipt of deliverables.
- Assists with the planning and coordination of various studies, meetings, and working groups held with subject matter experts in narrow areas of expertise with the goal of defining specific problems and delineating areas of responsibility. Generates briefing materials, agendas, and rosters for all team meetings. Manages attendance and ensures all visitors are cleared by security. During meetings, takes notes and generates written summaries and meeting minutes, logging all actions in a master tracker.
Required Education and Experience:
- Bachelor's degree in any technical discipline. Extensive NAVSEA or submarine experience may replace the degree requirements.
- Ten (10) years of experience supporting Navy acquisition programs
- Eight (8) years of experience supporting large organizations
- Five (5) years of experience supporting submarine programs
- Excellent oral and written communication skills
Preferred Education and Experience:
- Active-duty experience in the submarine service.
- Recent experience in Team Submarine would be ideal
Competencies:
- Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Sharepoint, and Outlook software.
- Excellent verbal and written communication skills, as well as presentation skills.
- Must be highly reliable and demonstrate personal initiative to operate in a fast-paced team environment with changing priorities.
- Possess the ability to multi-task and prioritize for short-term and long-term deadlines.

- Active Secret clearance is required.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.
Telework:
- This position does not allow for telework during the first 6 months. Potential for telework afterwards.
Travel:
- Ability to travel CONUS; potential to travel OCONUS
- Travel up to 10% may be required.
