The Role:
This role leads HR operations for the regional sites (NorCal/ NV) while driving enterprise-wide strategy for Talent Acquisition and Employee Experience under the direction of the VP of HR. The manager is accountable for recruitment performance, engagement initiatives, and cultural consistency across all locations. They partner with leaders to strengthen talent pipelines, internal mobility, and performance practices. The role also manages a local HR team, ensuring strong execution and alignment with organizational goals.
Key Responsibilities:
HR Management:
- Lead HR operations for the regional sites, serving site HR and leadership to align talent and culture strategies with business objectives.
- Directly manage the Regional HR team, providing coaching, direction, and support for performance and growth.
- Provide strategic partnership for employee relations, talent management, and compliance to advance business goals.
- Coach and support cross functional leaders in building high-performing teams, using best practices in performance management, feedback, and career development.
- Partner with regional/site HR leaders and business stakeholders to ensure consistency and excellence in recruitment, onboarding, development, and retention efforts.
- Serve as a visible and accessible HR leader, building trust with employees and influencing a culture rooted in engagement, inclusion, and continuous improvement.
- Lead, support, and execute scalable employee experience initiatives across the organization under the direction of the VP of HR.
- Advise, support, and conduct HR-related investigations.
- Champion company values and cultural priorities, actively supporting initiatives that reinforce mission, belonging, and purpose across all teams.
- Collaborate closely with the Total Rewards, Learning & Development, and Compliance COEs, integrating cross-functional programs to enhance the full employee lifecycle.
Compliance and Reporting:
- Ensure local compliance with industry-specific standards, including AS9100 requirements and client contracts.
- Drive enterprise-wide strategy and execution for Talent Acquisition and Employee Experience, serving as the functional lead across all locations under the direction of the VP of HR.
- Ensure legal and regulatory compliance across the platform, overseeing adherence to Local, State, and Federal labor laws, audit readiness, and risk mitigation strategies.
- Serve as program lead for enterprise HR compliance functions, including EEO, AAP, VETS-4212, wage and hour audits, and other regulatory reporting requirements.
- Coordinate closely with site and regional HR team to execute workforce compliance deliverables and train field teams on policy interpretation and system usage.
- Analyze and report on compliance and workforce data, using insights to guide decision-making and proactively address risks across the organization.
- Optimize and improve HR processes and systems, ensuring consistency, efficiency, and compliance in data management, recordkeeping, and HRIS utilization.
- Own workforce system integrity and analytics, managing data governance, access protocols, and reporting capabilities to support strategic workforce planning.
Recruiting:
- Manage full cycle recruiting for multiple, complex searches, creating innovative sourcing strategies and engagement to bring the best talent to each role.
- Develop and execute fully comprehensive sourcing plans, analyzing requirements to determine target profile needs and matches.
- Coordinate closely with recruiting team members to innovate our research strategy for talent pooling, market mapping and competitor analysis.
- Collaborate closely with hiring managers throughout the recruiting process to ensure we meet their hiring needs and goals.
- Own, analyze, and report talent acquisition performance metrics platform-wide, including time-to-fill, quality of hire, pipeline health, and diversity hiring outcomes; use data to inform decisions and demonstrate impact across all levels.
- Support talent planning and succession efforts, ensuring organizational readiness through strong internal mobility and leadership pipeline development.

Supervisory Responsibilities:
Directly supervises the regional HR team and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Qualifications & Experience:
- Bachelor’s degree in Human Resources Management, Business Administration, Psychology or related field preferred.
- 5+ years of multi-state and/or regional Human Resources experience including supervisory experience
- Proven HR leadership in multi-site or regional environments.
- Knowledge of employment law, compliance frameworks, and HRIS systems.
- Ability to travel up to 25% of the time.
- Ability to influence cross-functional stakeholders and lead change across complex environments.
- A collaborative, people-centered approach to leadership, with a strong coaching orientation.
