Associate Vice President, Facilities Planning, Development & Management

Job Description Summary:
The AVP leads and directs the strategic, operational and developmental planning of all university facilities in support of the mission of the university. The AVP supports institutional goals and priorities through the stewardship of physical assets and implementation of sustainable practices. The AVP manages the physical plant and grounds, including the operation, space use, maintenance, repair, planning, construction and renovation of university facilities and grounds.

Specific Duties:
LEADERSHIP:
Supports the Vice President/CFO to effectively steward and plan for the university’s physical assets, maintain effective relations with the Board Facilities Committee, effectively communicate with and serve the campus community, enhance and develop partnerships, manage and mentor the facilities staff, maximize the efficiency of operations, and enhance the learning environment for our students. CAPITAL PLANNING:
Responsible for creating and maintaining an institution-wide multi-year capital construction/improvement plan for the purpose of understanding and preparing for University’s future needs in academic and administrative units. Leads the development and regular review of the campus master plans. Prepares requests for proposals for outside services; manages the consultant selection process; negotiates contracts; plans, schedules and directs the work of consultant teams in preliminary engineering, engineering design and construction services; reviews engineering reports and specifications; Works with the City staff, project engineer and the contractor during construction.

CAPITAL CONSTRUCTION:
Oversees the development of specifications for new facilities construction, repair and modification projects (e.g. educational specifications, permits, project schedules, cost analysis, purchasing/bid time and construction, etc.) and provides them to architects, contractors, specialists, construction management firms, etc. for selection and awarding of contracts.
Evaluates potential sites and/or condition of existing locations for the purpose of determining construction and/or renovation requirements and ensuring that locations decided upon meet all project needs, requirements and specifications. Responsible for inspecting all aspects of construction (e.g. exterior, interior, walls, electrical, roof, concrete, paint, etc.) for the purpose of ensuring compliance with plans, specifications, and local codes and ordinances. Serves at Project Director for all Capital Projects. FACILITIES MANAGEMENT:
Provides general oversight and direction for the Facilities Management operation. Ensures outstanding customer service in all Facilities management operations, programs, and services. Advises and directs management in the Life Cycle Equipment Database, Deferred Maintenance Database. Works directly with landlords/lease holders for facilities upgrades and/or operations ensuring business continuity for University programs housed/operating within these spaces. Oversees all campus maps and building maps. PARTNERSHIPS:
Develops, negotiates, and oversees Public Private Partnerships with third parties (real estate advisory services, developers, investors, contractors, operations, etc.) for the development of University properties. CITY OF LA VERNE:
Maintains cordial and open working relations with City staff. Coordinates all University paperwork with the Departments of Community Development, Community Services, and Building & public Works including, but not limited to: building permits, occupancy permits, street closures, University special events and programs, Old Town Merchants Association and Provide reports, data and presentations to both the City Planning Commission and City Council as needed . SUSTAINABILITY:
Co-chairs University Sustainable Campus Consortium Committee; directs all University sustainability reporting including Second Nature and Presidents Climate Commitment (APUCC); provides sustainability data for University marketing, rankings, and other related promotional materials. Manages all University solar facilities, electric car charging stations, and other sustainable practices. PHYSICAL ACCESS & LIFE SAFETY SYSTEMS:
Oversees all University safety systems contracts, testing and certifications/inspections including, but not limited to: University Fire Alarms, Fire Suppression Systems {hoses, extinguishers, etc.), Elevator safety systems, as well as University emergency equipment, supplies and resources. Represents the University with City of La Verne Fire and Police Departments.Other duties as assigned.

Minimum Qualifications:

  • Bachelor’s Degree from an accredited institution architecture, Civil Engineering, Construction and Building Management or related degree.
  • 5 years of strong experience with managing capital planning and/or facilities processes and/or teams
  • 5 years of experience with oversight for major construction/renovation projects, preferably in a University environment.
  • Project Management Certification
  • AutoCAD, California Building Codes, deep understanding of blueprints and construction drawings.
  • Knowledge of Master Planning process (CEQA, EIR, etc.)
  • Demonstrated competency in verbal and written English communication skills.
  • Must be able to present to various University constituents, including to the Board of Trustees

Preferred Qualifications:

  • Graduate degree desirable.
  • Registration as a professional engineer/licensed architect desirable.
